Project Summary
The Jordan Public Accountability and Justice Strengthening Activity (PAJ) is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary
The Human Resources (HR) Strategy Technical Expert will work closely with Jordan’s Civil Service Bureau teams and PAJ Human Resources Consultant to provide technical support to ensure that the strategy is aligned with the Human Resources pillar and Human Resources component, one of the roadmap outcomes. The Expert will undertake work in Amman, Jordan, for MSI in support of the PAJ during the period from February until April 2023. The maximum level of effort (LOE) for this assignment is 8 days.
Responsibilities
- Give the HR Expert a thorough understanding of the HR component of the roadmap to ensure that the strategy is harmonized and aligned with the roadmap and addresses all the issues mentioned there.
- Present the main content of the detailed documents used by the committee during the preparation of the roadmap.
- Provide technical support and advice to the expert.
- Provide guidance on the best international best practices for HR strategies.
- Validate and ensure the quality of the HR strategy deliverables on a regular basis.
- Suggest ideas about the strategy components and HR indicators.
Qualifications
- Bachelor’s degree in a relevant field, such as public policy, engineering management, business, or public administration, required.
- Minimum 15 years of experience working in similar tasks with public sector institutions in similar programs, high-level clients, and donor agencies required.
- Strong interpersonal, technical writing and communication skills with all related stakeholders.
- Strong analytical skills with the ability to think tactically and strategically and provide clear recommendations.
- Fluency in both English and Arabic required.
