ORGANIZATIONAL CONTEXT
The position serves as Chief Research and Development P5 within the Supply Chain Division. The incumbent of the position will provide operational leadership and oversight to the Research and Development entity that was created to undertake evidence-based research and drive continuous, value-adding innovation of WFP’s Supply Chain activities for donors and beneficiaries.
As the Chief Research and Development Officer P5, you report directly to the Deputy Director Supply Chain and provide leadership for the development of research tools and methodologies, innovation strategies, new products, and business models, updating of relevant policies, guidelines and e-tools. You are a strategic and creative thinker who shows excellent problem-solving and communication skills and is able to network effectively with a wide range of external stakeholders.
The successful applicant would be innovative and a driver of change to enable the future of the Supply Chain function for WFP.
KEY ACCOUNTABILITIES (not all-inclusive)
Specifically, you will:
- Integrating expertise and skills from multi-disciplinary teams, establish and implement a research and development strategy for the division.
- Build and maintain strong relationships with counterparts in relevant WFP divisions integral to Supply Chain’s work including the Technology, Innovation, Programme and Policy and other relevant divisions to ensure a coherent approach that enables efficient delivery.
- Engage with counterparts of external stakeholders including IFIs, national development agencies, the private sector, academia and other relevant organizations to ensure continuous alignment of best practices and emerging trends.
- Effectively manage teams, provide technical expertise and appropriate development activities, guidance and coaching to senior professional staff under supervision to drive a high-performance culture.
- Support the development and implementation of divisional strategies, policies and plans aligned with departmental, WFP and wider UN strategies, policies and processes to support HQ and field operations to meet the mandate of WFP.
- Lead and coordinate change processes within WFP’s Supply Chain function to ensure improved performance and that teams remain engaged and motivated during change processes.
- Develop research related methodologies, tools and guidelines based on strategic priorities of the division.
- Develop and implement standards, guidance and processes within the branch, ensuring that effective quality control is in place to monitor adherence.
- Support senior management with timely analysis/recommendations and reports for strategic decision making.
- Establish monitoring mechanisms and analytics to ensure that activities are continually assessed, and the findings used to inform activity developments.
- Ensure that evaluation, audit and compliance recommendations within the scope of entity/branche’s projects are efficiently implemented.
- Take responsibility for an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
- Act in an assigned emergency response capacity as required to meet emergency situations.

QUALIFICATIONS AND KEY REQUIREMENTS
Education:
- Advanced university degree in Computer Science, International Development and/or Supply Chain or another related field, or first university degree with additional years of related work experience or trainings/courses.
Experience:
- Typically, eleven years or more (of which four international) of postgraduate progressively responsible experience in a relevant field of work, with a background and interest in international development;
- Relevant work experience in Supply Chain;
- Relevant experience leading multi-disciplinary teams;
- Background in Technology and Strategy design and implementation, Significant expertise/Know how in technology and digital transformation including at project implementation level.
Language:
- Fluency (level C) in the English language;
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

- Strong networks in the research and development field, particularly amongst those working in the international development and academia;

- Ability to create simple messages from complex data sets and present concisely, tailoring messages to the needs of the specific audience;

TERMS AND CONDITIONS
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days' annual leave, home leave, an education grant for dependent children, pension plan and medical insurance.
