Project Background:

The Public Financial Management Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Position Description:

The MEL and Deliverables Director will oversee and directly contribute to key functions including MEL, workplans, and deliverables.

Key Duties and Responsibilities:

  • Work closely with the PFMA objective leads on the development of annual work plans, end ensure monitoring and reporting on the progress made against the PFMA workplans, addressing goals and objectives.
  • Oversee the PFMA MEL system, including overseeing baseline data collection, analysis, reporting, and dissemination of lessons learned to PFMA stakeholders.
  • Lead the design and implementation of the PFMA Monitoring, Evaluation and Learning (MEL) Plan and ensure indicators, evaluation methodology and data collection systems are appropriate and practical
  • Lead the development of qualitative and quantitative monitoring indicators and methods for collecting associated data
  • Lead the design, contracting (as necessary) and implementation of monitoring surveys and research
  • Ensure that monitoring data are collected and entered into the Activity database for all relevant PFMA-funded activities
  • Contribute to baseline and end data collection and analysis reports
  • Responsible for linking adaptive management learning with M&E data in a continuous feedback loop through quarterly strategy reviews and after activity reviews
  • Ensure M&E and adaptive management learning is incorporated into implementation by taking a leadership role on specific activities commensurate with his/her experience and area of technical expertise.
  • Help draft, seek approval for and monitor scopes of work for short-term consultants, RFPs and RFQs needed to move activity implementation forward. Participate in technical evaluation committees and bidders’ selection processes, reviews and assessments as needed
  • Conduct research as requested by COP. Track STTA reporting schedules ensuring they submit the deliverables on time. If needed, produce regular reporting required for activities directly implemented by PFMA.
  • Attend client progress meetings and address relevant action items to follow up on implementation.
  • Ensure M&E and adaptive management learning is incorporated into implementation by taking a leadership role on specific activities commensurate with his/her experience and area of technical expertise.
  • Other related tasks as assigned by the COP.

Qualifications:

  • 10 years of experience in donor-funded projects in Jordan, 5 of which are in management positions.
  • 12 years of experience designing, monitoring, and evaluating international programs, and/or conducting applied research including using rigorous surveys, studies, and analyses.
  • Knowledge of and/or experience with USAID results frameworks, M&E plans, and program evaluation including collaboration and learning.
  • Demonstrated experience designing and conducting data quality assessments and data audits
  • Experience conducting knowledge management and dissemination activities on similar programs
  • An energetic, forward-thinking and creative individual with high ethical standards and appropriate professional image
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
  • Fluency in Arabic; Fluency in English a plus
  • Demonstrated report writing skills in English is required.
