ABOUT LOGISTICS AND FIELD SUPPORT (SCOL) BRANCH
The Field Support Unit (FSU) as part of the Logistics & Field Support (SCOL) branch of the Supply Chain Division is opening various vacancy announcements to drive the implementation of an initiative to develop and expand WFP’s knowledge on logistics market intelligence and freight forwarding activities. To support this expansion, a dedicated Logistics Officer profile is required, with extensive experience in freight forwarding and commercial logistics operations.
THE ROLE
This profile will lead the roll out of the freight forwarding initiative as well as provide technical support to field logistics operations and HQ, partnering with the key supply chain functions to ensure an integrated supply chain approach to meeting the food assistance needs of beneficiaries.
KEY ACCOUNTABILITIES (not all-inclusive)
- Lead WFP Logistics’ engagement with global freight forwarders; build and maintain productive, long-term relationships to be leveraged for the benefit of WFP’s operational efficiencies.
- Develop and document robust market intelligence of the sector (current contracting models, approaches to risk management, etc.).
- Provide substantive analyses of WFP as an actor within the sector; identify and pursue opportunities to modernize WFP operations and position WFP as a best-practice logistics practitioner.
- Explore contracting models that challenge WFP’s decentralized approach and develop potential frameworks that, in certain contexts, may allow for regional and/or global contractual relationships with freight forwarders, including in key operational corridors.
- Apply relevant experience and expertise from the commercial sector to WFP practices, and feed these into relevant logistics governance structures, policies, procedures, and tools.
- Act as a technical expert in large-scale freight forwarding and take responsibility to actively transfer relevant knowledge into the core WFP logistics function.
- Lead, motivate and develop a team to oversee the initiative including providing coaching, training and career guidance as required to ensure appropriate development and enable high performance.
- Design and manage the full lifecycle of project management, including planning, engaging with partners and key stakeholders, budgeting, strategically allocating material and human resources, and ensure implementation and reporting.
- Manage accurate and timely reporting including provision of substantial analysis of logistics activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
- Participate in the formulation and implementation of policies and procedures for logistics field operations or HQ based units ensuring that objectives are achieved in compliance with regional and functional strategies, policies, and plans.
- Analyze context of country or region and lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
- Remain available for frequent and extended deployments in support of operations globally, including for sudden onset emergency response.

QUALIFICATIONS & KEY REQUIREMENTS
Education:
You have:
- Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience:
You have:
- At least 8 years of proven experience in the commercial transportation sector, including direct experience in freight forwarding.
Language:
You have:
- Fluency (level C) in English language.
- Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language)

You have:
- Experience in working in commercial or government transportation sectors in developing countries and/or challenging contexts.
- Experience in drafting project documents, concept of operations for logistics operations.
- Experience setting and establishing strategic alliances with country authorities, transportation providers, and commodity suppliers.
- Experience in vetting procedures, quality and performance control.
- Experience in port/surface transportation logistics management.
- Experience in project management, including large scale fleet management.
- Experience supervising teams of professional staff (multiple logistics officers).
- Experience setting risk assessment and contingency planning strategies

- Specific trainings or professional qualifications in freight forwarding.

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be, a core contractual requirement in WFP. The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel, visa and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
