  1. Role and responsibilities

NRC is implementing a Shelter Program in the Zaatari/Azraq refugee Camps in Jordan; the project aims to support refugees in the camps to have improved coping strategies through the provision of adequate housing and support for their ability to meet their basic needs. The Shelter Officer / Infrastructure Maintenance officer is responsible to plan and manage the Shelter Technical Construction Units, but also being part of field teams to conduct assessments, designs, and BBQs, and supervising and monitoring rehabilitation works as per NRC's standards and guidelines. In addition, to ensure workflow is adequate and up to the agreed standards, meeting deadlines and targets.

Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines.
  2. Implement delegated CC project portfolio according to the plan of action.
  3. Prepare and develop status reports as required by management.
  4. Ensure proper filing of documents.
  5. Ensure that projects target beneficiaries most in need and explore and assess new and better ways to assist.
  6. Promote and share ideas for technical improvement.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Responsible for the implementation of NRC’s Maintenance team activities in the camps.
  • Oversees the maintenance works including supervision of laborer's working on the site, providing technical support as required to ensure technical quality and timely response.
  • Supporting design projects, including the preparation and review of technical drawings, schematics and diagrams (including using computer-aided drafting (Auto-Cad), developing clear specifications, Bills of Quantities and Scope of Works, and work plan as required.
  • Documenting all paperwork for each project and task, (Work plan, Daily register sheets, handing over forms, Estimated BOQs, Design sheets, Technical Sheets, Actual BOQ, laborer sheets, and all related documents).
  • Coordinating with UNHCR Technical unit for all requested tasks and projects, feeding them back when there is a challenge faced and when the work is over through the official channels.
  • Managing all tasks, preparing task work plans, and prioritizing them based on their urgency.
  • Supervise Technical Assistants by supporting their professional development, enhancing their skills, and coaching.
  • Ensure teams operate timely and based on NRC regulations.
  • Manage the Shelter Technical Construction Units by Allocating and supervising their workload, Ensuring quality of work.
  • Providing reports and feedback on performance, contributing to increasing the team's performance and Solving problems related to targeting achievement and performance.
  • Execute Feld Assessments and quality Control of cases.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Experience from working as a Project Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Good knowledge of English

Context/ Specific skills, knowledge and experience:

  • BA in engineering or equivalent.
  • Professional experience in engineering and construction site supervision and management.
  • Relevant work experience in a dynamic and results-focused organization.
  • Experience managing and coordinating teams.
  • 2-4 years of experience
