Reporting to: Policy and Planning Sr. Manager

Location: Amman, and within Activity’s Scope in Jordan

Position type: Full-Time Local Professional

Start date: Mar 01, 2023

Duration: One year (renewable as needed throughout project life)

Background

USAID Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. USAID WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.

Job Summary:

WGA is seeking a qualified candidate to work with the Policy and Planning Sr. Manager, and the Deputy Chief of Party – Technical on Governance-related activities.

The Planning and Governance Specialist will work closely with the WGA team and the water sector counterparts, to provide technical assistance in areas related to strategy implementation, sector reform, contractual compliance, legislative environment, policy management, institutional assessments, utility support, training support, result-based management, Key Performance Indicators (KPIs), and mapping of strategic documents across the sector.

Duties and Responsibilities:

  • Support in strengthening the water governance framework, and in elevating the water sector policies.
  • Support the development of the Strategy Implementation Framework process, including coordinating the conduction of consultation meetings, documenting minutes, and highlighting and following-up on major action points and decisions.
  • Support the application of the Result-Based Management (RBM) model in implementation framework, business plans, and annual budgets.
  • Support and coordinate the establishment of MEL and accountability mechanisms.
  • Provide technical support in assessing compliance with contractual agreements, as well as in institutional reforms.
  • Engage in identifying major administrative, institutional, and procedural challenges and in developing recommendations to resolve them.
  • Support in mapping and optimizing related business processes, developing Standard Operational Procedures, and processes automation.
  • Support in developing/mapping a water resources management framework for all master plans, policies and strategies with key responsibilities and authorities for each.
  • Support in conducting comparative analysis of different organizational structures (companies’ models, cooperatives vs. associations, etc.).
  • Support the development and implementation of capacity-building plans.
  • Support in report writing, presentation development, workshop facilitation, meeting coordination and documentation of minutes, etc.
  • Any other relevant support that may be required.

Education and/or Experience:

  • University degree in public administration, business administration, industrial engineering, or any other relevant topic.
  • At least 3 years’ experience in supporting development projects, preferably for the public sector.
  • Experience in business process re-engineering and automation, institutional development, or legal framework of the public sector, is a plus.
  • Experience in developing strategic, business or action plans is preferred.
  • Experience in applying monitoring and evaluation concepts is preferred.
  • Understanding of the water management and planning issues in Jordan is a plus.

Knowledge, Skills, and Abilities:

  • Sufficient knowledge in the public sector and governance of public institutions.
  • Good understanding of Jordan’s water sector and its challenges is preferred.
  • A very good understanding of project cycle management, monitoring and evaluation, and KPIs.
  • Strong planning, coordination, report writing, and communication skills.
  • A very good team player yet can work independently as required.
  • Ability to prioritize, multi-task, and meet critical deadlines.
  • Fluency in English and Arabic languages, writing, speaking, and understanding.
