Detailed Job Description Summary:

This position reports to and supports the EPM Head of Rail Assurance, the work initially involves the management of the Project’s design assurance gates, the process allows NEOM to assure that each design package (from contracted designers), has reached a specific level of maturity in terms of pre-set criteria at the Conceptual, Preliminary, Detailed and Issued for Construction stages. These are titled 3A, 3B, 3C and 3D respectively. EPM are overseeing the design process on behalf of the NEOM client and timely Gate certification is a key aspect in overall delivery of a challenging Programme. The position holder will plan and execute the gate assurance process working closely with EPM’s Design Project Managers and contracted design consultants and future design and build (D&B) contractors alike.

Job Duties:

·Preparation of procedures plans and schedules in regard to the certification process for design and implementation phases.

· Act as Custodian of the certification process to ensure timely endorsements are met in accordance with project procedures and challenging timescales.

· Review of the quality and completeness of Project’s design assurance gate submissions (e.g., Task information deliverables plan, Configuration status report, Verification/Validation matrix, design and implementation close out phase and conformance certificates). These are key inputs to the project lifecycle stage gates.

· Manage regular progress reviews, tracking and reporting of assured deliverables and associated certification to meet the overall NEOM Programme of works.

·Coordinate the submission of Rail Assurance documentation (Safety, RAM, Security, Requirement and Configuration) to NEOM and the Project’s Independent Safety Assessor(s) (ISA) and Independent Checking Engineer (ICE).

· Identify / manage non-compliances with technical Codes and procedural documentation.

· Monitor, track, and report on Engineering, Construction, and Test & Commissioning deliverables required for the Design and Operation Certificate.

· Set up and maintain assurance surveillance management tools such that project life cycle periodic reports / metrics that need to be presented on the status of the gate process throughout the project. Such reports are required for internal and external stakeholders.

· Manage risks to the certification process and execution.

· Manage the progress of each Work Package, keeping track of special conditions raised for the attainment of Certification. Maintain a centralized database for Design and Operation Certificates.

·Work with the incumbent Project’s Backbone Engineering Consultant (BEC) and other Design & Build (D&B) Contractors in collaboration with NEOM’s Quality, Document Control, and other key functions to define the requirements and Client / Stakeholder expectations for the submissions seeking endorsement.

· Support the planning and execution for the submission / endorsement of assurance documentation pertaining to the acceptance of Project handover documentation.

· Carry out procedural compliance audits during the design, construction, sub-system and system testing phases of the Project and identify areas of improvement.

Qualifications/Experience Essential Technical Skills:

· Engineering Degree from an accredited university with 15+ years of relevant proven experience on major rail / infrastructure project. Alternatively similar experience within an oil & gas, aviation or a nuclear environment. This to include at least 5 years of experience in a Safety Assurance & Certification role or similar position.

· Proven track record in leading the development, execution of approval / certification process preferably in a system assurance context.

· Willingness to work in a collaborative environment involving the client and flexible enough to carry out new / revised planning tasks required to complete the work, review, or expedite acceptance of a range of documentation.

· Significant experience in the management of preparation / review and endorsement of design contractor’s documentation, ability to carry out readiness reviews of the same.

· Proven skills in the coordination of project stakeholders in regard to design and (future) implementation stage gate execution.

· Experience in the preparation of clear progress reporting including metrics for senior management’s review.

· Good knowledge and experience of analysis techniques, engineering processes and industry engineering and assurance codes and standards including CENELEC (i.e. EN 50126/50128/50129) or other aviation or nuclear industry safety standards.

· Proven track record in Systems Engineering.

· Substantial project life-cycle experience, especially during Certification, Testing & Commissioning, and Handover phases.

· Well verse in Railway/Metro Design & Implementation Phases documentation deliverable and process.
