ORGANIZATIONAL CONTEXT

WFP’s Global Strategic Plan 2017–2021 aligns WFP with the 2030 Sustainable Development Agenda and Goals (SDGs). It focuses on ending hunger and contributing to a revitalized global partnership to

implement the Sustainable Development Goals (SDGs). Further extensive consultation with the

Government and other development partners in Egypt during the second half of 2017 to allow informing and formulating the WFP Egypt Country Strategic Plan for the next 5 years until mid-2023 in line with Egypt’s development priorities, the WFP Egypt Country Office has started implementing the Country Strategic Plan (CSP). The focus of the CSP remains on support to school meals and nutrition support for Pregnant and Lactating Women as integrated part of the national social protection scheme, food assistance for assets and resilience-promotion for smallholder farmers and support to vulnerable Syrian refugees and migrants. To sustain those planned interventions, WFP will be conducting joint monitoring activities with Government representatives of key line Ministries to enforce the concepts of participation, transparency and accountability to its partners. In addition, capacity development activities will be provided to national counterparts and cooperating partners to ensure efficiency, effectiveness and sustainability and raising their capacity to conduct monitoring at the local level.

JOB PURPOSE

To provide support to programme and policy activities of WFP Egypt nutrition unit effectively contributing to food assistance, food and nutrition security, food safety, social safety nets, education, information and data management.

KEY ACCOUNTABILITIES (not all-inclusive)

Contribute towards the development of nutrition implementation plans and processes, including monitoring plans, ensuring alignment with wider nutrition programme goals and objectives, and in line with the country strategic plan.

Support the development and implementation of nutrition plans and processes, including working with small groups teams, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.

Lead effectively operational implementation of food and/or cash based programmes, including reporting and analysis of operational issues in coordination with concerned units to support informing nutrition programmes and activities.

Lead the preparation of accurate and timely reporting on all nutrition programmes and activities and ensure consistency of information and data across all nutrition activities. Ensure data gathering and monitoring activities follow rigorous quality standards are maintained, while goals and results are achieved.

Liaise with internal counterparts and units for the coordination and implementation of cross cutting activities to ensure effective collaboration and monitoring of joint results.

Support the development and implementation of capacity building programmes for WFP staff, partners and national government to prepare for and respond to food assistance and nutrition needs.

Contribute to efficient coordination with partners, government counterparts, for the implementation of joint nutrition programmes and including efficient information sharing and communication.

Support the implementation and monitoring of food safety, food quality assurance and quality control standards, as part of overall WFP operations.

OTHER SPECIFIC JOB REQUIREMENTS

Contribute to the development and implementation of nutrition and health social behavioral change communication activities, including development of material, capacity strengthening, and awareness raising campaigns, contributing to digital learning and platforms, in alignment with nutrition programme goals.

Provide support to technical input for nutritional requirements/needs of the different target groups supported by WFP, nutrition and food security assessments under the supervision of head of nutrition programme.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Nutrition/Health and or Public Health, Economics, Social Sciences, international development, public policy, or other field relevant.

Experience :

At least three years of progressively responsible professional experience (for a Master's degree) and an additional (3 Years) for a First University Degree in nutrition, public health, international development or other related fields.

Language: Fluency (level C) oral and written in English and Arabic languages.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience and exposure to implementation of national/international development programmes.
• Experience working in public health/food security/ nutrition related activities.
• Experience identifying and defining nutrition issues/problems within a country within a country, nutrition assessments/research, policy discussions and decisions, nutrition/public health strategy, or policy development..

Knowledge of Nutrients Utilizes knowledge of vitamins and nutrients to understand the causes of malnutrition, the relationships between the different types of malnutrition, and is able to articulate the UNICEF conceptual model.
Situation Analysis and Evidence Assessment Able to appropriately interpret the nutrition situation, analyze primary causes of malnutrition, define limitations to the analysis (e.g. seasonality) and prepare an overview of the food security and nutrition situation in country.
Knowledge of Public Health Has foundational knowledge of the core public health sciences (i.e., biostatistics, epidemiology, social science, environmental health, and prevention of chronic and infectious disease and injury) in order to assess a country’s/region’s health situation.
Knowledge of Food System Ability to analyze how food systems influence the diets of vulnerable groups and identify how and where food systems may contribute to specific nutrient gaps.
Applying Programme & Policy Standards Leverages nutrition knowledge to provide technical advice to governments to design and implement country nutrition programmes that follow international and WFP agency standards and guidance.

TERMS AND CONDITIONS

Fixed-term Appointment: an appointment for a continuous period of one year and shall have a specified expiration date and be subject to a probationary period of one year, which may be extended to 18 months.

Annual Net Pay Salary: as per the established salary scale with then the country

Staff Assessment A staff assessment, comparable to national income tax, shall be applied to the gross salaries and such other payments as are computed on the basis of salary, The assessment shall be calculated at rates set forth in the FAO Administrative Manual.

Dependency allowances: applicable to children up to 18 years of age, or up to 21 years in full-time school attendance

United Nations Joint pension fund a deduction of 7.9% from the pensionable remuneration will be made from the net salary, the WFP will contribute of 15.8%

Medical Insurance: mandatory for the staff member and can be extended to dependents in a cost-sharing

Annual leave: 2.5 days a month and Sick leave: 2 days per month

Official Holiday: 10 days as officially established for each duty station
