Programme Policy Officer – Accountability to Affected Populations (AAP)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Protection and Accountability Unit of WFP Syria has witnessed major achievements in 2021-2022, with a team now in its full capacity, consistent training delivered across all the Field Offices, structured coordination with fields offices and thousand of calls received through the Helpline. Accountability to Affected Populations (AAP) remains a priority area for WFP in Syria that needs to be further expanded and consolidated.

Under the supervision and guidance of the Gender and Protection Officer, the AAP Programme and the Policy Officer will continue expanding and finetuning the above strategy and tools; further develop and implement beneficiary communication strategy and plans' support the coordination and ensure the alignment of the interagency AAP working. The AAP PPO will directly supervisor the national AAP Officer as well as the Helpline Manager.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Maintain oversight over AAP activities, with special regard to the proper functioning of all the WFP and partners’ mechanisms
  2. Ensure the country AAP activities are aligned with existing corporate standards and strategies and enable necessary course correction whenever needed
  3. Engage with programme sections and FOs to identify practical and operational solutions for the effective implementation of AAP measures
  4. Develop/contribute to the country office standard operating procedures and AAP tools in line with corporate and global standards
  5. Advise on formulation of AAP indicators within the joint planning and monitoring frameworks to enable measurement of performance against agreed metrics
  6. Ensure thorough quality of data entry and produce relevant reports on regular basis
  7. Support the development and progressive implementation and monitoring of beneficiary information and communication strategies to enhance awareness of entitlements and of operational/programmatic changes
  8. Capture lessons learnt from AAP activities and conduct perception surveys with all stakeholders on the effectiveness, efficiency and relevance of the different mechanisms and the community engagement approach, strategy, and implementation at regular intervals
  9. Support management with the necessary technical inputs (talking points, presentations, NVs, etc.) to advocate for AAP within WFP programming with relevant authorities
  10. Coordinate and provide technical support to AAP & M&E Associate in all the FOs
  11. Support the assessment of priority learning needs related to AAP at different levels within the response (senior management, programme managers, FO staff, CP staff, helpline and helpdesk operators etc.) and develop appropriate awareness raising and skill building approaches
  12. Build the knowledge on and commitment to AAP through supporting the design of different training and sensitization initiatives for WFP staff, Cooperating Partners and other partners, and beneficiaries
  13. Identify opportunities to integrate AAP elements into existing training and tailor content to target the specific audiences
  14. Share AAP experiences, lessons and plans with WFP staff to help coordinate internally and to collaborate on joint community engagement plans or training
  15. Monitor and improve processes for referring feedback to relevant staff, including reporting back to the affected person or ‘closing the loop’
  16. Co-lead the inter-agency AAP TWG and participate in agency planning processes and operationalization of collective AAP mechanisms; provide advisory and technical support and take on responsibilities to implement and advance the group’s working plan
  17. Others as required

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Education: Advanced university degree in one of the following disciplines: social sciences, international development, development economics or another related field like international relations, human rights or political science.

Experience: At least 3-years of relevant work experience in a humanitarian organization with exposure to protection, gender, accountability to affected populations, and/or communication.

Knowledge & Skills: Understanding of WFP Programmes and Operations (desirable); basic understanding of humanitarian protection, sexual – and other forms of gender based violence, civil-military relations and other humanitarian policy issues, and their linkage with humanitarian assistance, strong analytical, writing and communication skills; knowledge and skills in training and facilitation; basic knowledge of UN system policies and functions of protection-mandated agencies; flexibility to travel on short notice and in challenging and difficult environments; team spirit and excellent interpersonal relations.

Languages: Working knowledge (proficiency/Level C) of English. Working knowledge of Arabic is a plus.

TERMS AND CONDITIONS

The contract offered provides a competitive base salary and favorable conditions such as medical insurance, flexible working arrangements, Daily Subsistence Allowance, Rest & Recuperation (every six weeks) and Danger Pay allowance.
