STANDARD MINIMUM QUALIFICATIONS

Education: University degree in IT, computer science, telecommunications engineering, or First University degree with additional years of related work experience or trainings/courses.

Experience: • At least 6 years of experience in humanitarian operations and/or IT network systems design and development.
• Experience in client-facing roles in either technology implementation projects or in the planning, design and implementation of humanitarian and development programmes.
• Experience in Service provision and support.
• Has coordinated and managed small or medium projects.
• Experience in emergencies.
Language: Fluency in English, both written and spoken.

Knowledge & Skills: • Experience on VSAT installation and maintenance.
• Highly skilled in IT and familiar with the ETC network architecture is required, specifically demonstrating the right skills required for Cloud Virtual Machines/Servers.

• Experience working in WFP/ETC environment with interagency services provision in L2/L3 emergencies will be added advantage.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders report to the Division/Regional/Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT).
Job holders manage a small team of staff to ensure plans are implemented across an assigned area. They work independently, using technical knowledge and expertise to provide recommendations on design and development of systems, and implement projects. They conduct more complex analysis, develop and propose creative solutions to problems, and identify opportunities for improvements. May be involved in strategic planning and policy development.

JOB PURPOSE

The Emergency Telecommunications Sector (ETS) was activated on 23 November 2016 in Nigeria and since its activation the ETS has been working to provide reliable data connectivity and security communications services to humanitarians across the three states of Adamawa, Borno and Yobe in North-East Nigeria. The services are provided in 10 common operational areas in the locations: Damasak, Dikwa, Gwoza, Damaturu, Yola, Maiduguri, Bama, Monguno, Ngala and Banki. The current ETS team comprises of a team of 10 staff including the position of IT Emergency Operations Specialist.
This job profile describes the services to be carried out by the IT Emergency Operations Specialist to cover the locations where Emergency Operation is ongoing in NE Nigeria.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Lead the design, planning and deployment of IT systems aligned with ETS objectives for the L3 Emergency Operation in Nigeria.
2. Assess requirements, develop and recommend solutions to address IT needs in the existing and new ETS operational hubs in the remote locations of North East Nigeria.
3. Conduct assessments, formulate recommendations, prepare budget proposals, write technical documentation, and manage Internet Service projects.
4. Provision of guidelines to local IT staff in Nigeria to operate and communicate using UN standard IT facilities at existing and new ETS operational hubs.
5. Ensure IT network operations, through the implementation of UN standard operating procedures at existing and new ETS operational hubs.
6. Build capacity of local ICT staff through training to develop skills and knowledge on IT systems and procedures.
7. Take measure to ensure user data privacy.
8. Safeguard IT and Data network from undesired intrusions.
9. Liaise with ETS stakeholders among the Global ETS team, UNDSS and partners in terms of technological updates and infrastructure requirements to ensure smooth provision of IT connectivity services for the humanitarian community in North-Eastern Nigeria.
10. Perform all duties as required under the supervision of ETS Coordinator and technical supervision of Maiduguri Area office Head of IT/SCOPE

DELIVERABLES AT THE END OF THE CONTRACT:

1. IT requirements for users in the Red Roof interagency premises in Maiduguri are fulfilled and issues regarding connectivity are promptly addressed.
2. UN Standard operation procedures are implemented in all interagency hub locations in the North East.
3. All ETS operational hubs have been installed with the WFP/ETS standard infrastructure; including new VSAT from Marlink.

4. Motivated team and local staff capacity enhanced.
5. Technologically sound and safe IT infrastructure in all common service areas of operation.

• Has assisted in the development of IT governance strategies, policies and system architecture in the field.
• Has acted in IT advisory capacity to Country/Sub Office leadership.
