BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

These jobs are located at the WFP Beirut and Zahle Field Offices, Lebanon. Their purpose is to support the management of WFP’s security operations in Beirut/Zahle Field office, and to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities, assets and facilities.

ACCOUNTABILITIES/RESPONSIBILITIES (not all inclusive):

Under the direct supervision of the Head of Beirut/Zahle Field offices or their delegates and technical supervision of the Head of Security Unit or his/her designate, incumbents will be responsible for the following key duties:

  1. Assist in reviewing security threats and risks, compile accurate reports on trends and situations that could adversely impact WFP Beirut/Zahle field offices’ operations to ensure information is accurately collated to support reporting and decision-making.
  1. Review security-related information (e.g., security incidents and events, security support to daily activities, etc.) and use corporate or local information management tools to provide basic analyses and reports to ensure information is readily available for relevant stakeholders.
  1. Liaise and coordinate with local administration, security and law enforcement authorities, communities, UN/NGO security staff and other actors to facilitate access for safe WFP Beirut/Zahle field offices’ programme deliveries and to mitigate potential risks against staff and other resources.
  1. Assist in planning, coordinating, preparing and conducting field missions including tracking of staff, and perform regular security assessments in the area of responsibility to support safe and effective programme delivery.
  1. Prepare detailed security assessment reports after field missions with risk mitigation recommendations to support security situation analysis and facilitate decision-making.
  1. Assist in the formulation of advice to the Heads of Beirut/Zahle Field Offices on security risk management matters and safety issues in compliance with the United Nations Security Management System (UNSMS).
  1. Assist in implementation of all security risk management mitigating measures, including Minimum Operational Security Standards (MOSS) to ensure compliance.
  1. Assist in management and maintenance of security equipment and identify new requirements to strengthen technology capacity in line with business requirements.
  1. Assist in monitoring that all access control procedures are effective and stringently followed by all staff and visitors to ensure accountability and maintenance of safe and secure environment.
  2. Contribute to the development and update of emergency and contingency planning documentation including physical preparations and procedures to support preparedness for a crisis.
  1. Assist in identification of security training needs to support training planning and implementation to address staff development needs.
  1. Supervise and provide on-the-job training to the Security Assistant in the Field Offices to support his/her development and high performance.
  1. Provide security and safety training to the field office staff.
  1. Perform other related duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Completion of secondary education, supplemented by relevant technical/military/police courses and/or university courses in a relevant discipline.

Experience:

  • At least six (6) years of progressively responsible work experience in the Security Field such as military/police officer, Security Analyst, or any relevant security experience with at least two (2) years of experience in supervising staff.
  • UN/NGO security experience is a plus.

Technical Knowledge & Skills:

  • Sound knowledge of security operations technical processes
    • Provision technical guidance and training to staff members within area of expertise
  • Support research and collation of data which feeds into reports that inform security operations activities.

Languages:

  • Excellent written and oral communication skills in English and Arabic. Fluency in another UN language is a plus.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  1. Beirut Field Office
  • Former law enforcement or Military experience
  • People management skills, supervising teams, and coaching staff for efficient implementation of tasks.
  • Good negotiation skills.
  • Good knowledge of the area of Beirut, Mount Lebanon, and South Lebanon in terms of geography, terrain and roads.
  • Good understanding of the social norms and tradition of the people living in Beirut, Mount Lebanon and South Lebanon.
  • Good analytical skills that can be used to inform the programme implementation of any potential security implications.

2. Zahle Field Office

  • Former law enforcement or Military experience
  • Demonstrated people management skills, supervising teams and coaching staff to the efficient implementation of tasks.
  • Controls good negotiation skills.
  • Good knowledge of the area of Bekaa and Baalbek El Hermel in terms of geography, terrain and roads.
  • Good understanding of the social norms and tradition of the people in the Bekaa and Baalbek El Hermel areas.
  • Good analytical skills that can be used to inform the programme implementation of any potential security implications.
