ORGANIZATIONAL CONTEXT
The Office of Inspections and Investigations is a part of the Office of the Inspector General (OIG). The mission of OIGI is to conduct inspections and investigations into allegations of wrongdoing and misconduct. The purpose of an investigation is to establish facts and provide sufficient evidence and analysis to determine whether a reported allegation of wrongdoing or misconduct has occurred and, if so, to allow WFP management to take action against the persons or entities responsible. OIGI investigations involve WFP personnel, cooperating partners, vendors and other parties.
THE ROLE
We are seeking to fill the position of Investigations Officer Intake, at the P4 level, which will be based in the Office of Inspections and Investigations at our Headquarters in Rome, Italy. The position requires frequent travel outside of Italy in our field operations at country level.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the supervision and direction of the OIGI Director or his delegate, the Investigations Officer will
generally be responsible for the following duties:
• Coordinate the OIGI intake workflow to include receipt and triage of all allegations and complaints, acknowledgment of receipt, pre-intake review, presentation to the intake meeting, follow-up with
assigned investigators and management of relevant intake database.
• Carry out HQ and field based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations;
• When assigned, supervise and coordinate the work of an investigation team;
• Manage the work-flow of individual cases;
• Review and assess complaints and allegations, formulate investigation plans, review and analyze all information to determine its relevance and reliability, conduct interviews to staff and other involved
parties, obtain and analyze potential documentary and electronic evidence, conduct investigative research, and determine the appropriate presentation of investigative results;
• Work and coordinate closely with the other control and monitoring functions as appropriate;
• Prepare, plan, record interviews and ad hoc briefs pertaining to investigations;
• Prepare recommendations for corrective action and improved controls, effectiveness, or WFP operations based on the findings of investigations;
• Ensure that appropriate actions and initiatives are adopted to promote and enhance the integrity of
WFP’s operations;
• Regularly appraise progress of investigations and assess probable impact of investigation outcome relative to strategies and advise colleagues;
• Participate in the development or develop the office’s policy and procedural framework and the best practices and other lessons learned from investigative work;
• Coordinate with local officials, governments, and outside organizations and obtain internal support (transport, interpreters, etc.) to resolve problems and to facilitate work of the team;
• Contribute to preparedness actions such as early warning, risk analysis and contingency planning and make the necessary recommendations. Periodically monitor the management of risks and report on any actions taken;
• Assess the potential for wrongdoing in operational activities and make recommendations;
• Offer guidance and advice to WFP employees on matters pertaining to investigation of wrong doing and direct staff appointed by field offices to conduct investigations into allegations of such acts;
• Promote other related duties as required.
QUALIFICATIONS & KEY REQUIREMENTS
Education:
• Advanced University degree in a relevant field, including but not limited to Political and Social Science, Journalism, Law, Criminology, Accounting, Audit, or a First University degree with additional years of related work experience and/or training courses.
Experience:
• A minimum of eight (8) years of professional, postgraduate experience related to investigations, with a proven track record in planning, organizing, leading and executing investigations.
• International experience required.
• Previous experience in conducting investigations and assessments with a UN organization, police department, international financing institution and working in developing countries is an asset.
Language:
• Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or, Portuguese (a WFP working language).

• Full and in-depth knowledge of all aspects of investigations especially in an international environment.
• Demonstrated knowledge of investigations and ability to identify key investigation issues and provide in-depth analysis with well formulated recommendations.
• Excellent planning and organizational skills.
• Comprehensive knowledge of accounting principles, practices and of UN staff rules and procedures is an asset.
• Good understanding of linkages between policy and operational practices.
• Experienced in evaluating and monitoring the complaints and leading a background research on the complaint.
• Ability to lead the work of an investigation team and produce a well written, comprehensive Investigation and conflict analysis Reports.
• Resourcefulness, initiative, maturity with ability to work independently.
• Proven ability to develop and maintain effective working relations with officials at all levels and of all backgrounds.
• Mature judgment, strong technical, analytical, interpersonal and communications skills.
• A certificate of investigative training is an asset.
• Strong ability with MS Word, Excel as well as MS PowerPoint or similar application.
• An intermediate knowledge in French and Spanish would be an asset.

TERMS AND CONDITIONS
This is an International Professional position and is open to all nationalities.
Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “non-rotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
The selected candidate will be required to relocate to Rome, Italy to take up this assignment.
