Background

The US Agency for International Development (USAID) in Jordan produced the Country Development Cooperation Strategy (CDCS), with intermediate results relating to improved health outcomes for the people of Jordan covering three themes: high-quality communication, equitable outcomes and quality of care, and improved governance. In collaboration and coordination with the PSD, MTaPS conducted a comprehensive supply chain assessment (SCA) in FY22. The SCA Report identified challenges and outlined appropriate technical and organizational recommendations. Accordingly, PSD leadership proposed the development of an official Strategic Plan for their directorate which will address challenges and outline a suitable implementation plan with appropriate performance metrics. This consultancy will support the PSD in producing a comprehensive, 3-year Strategic Plan.

Description of services to be provided
The 3-year PSD Strategic Plan should consider the directorate’s current
work with an updated context analysis including anticipated trends and
adaptation measures that the directorate should implement to better
position itself toward its goals and objectives. Moreover, the 3-year PSD
Strategic Plan to be developed and submitted to MTaPS shall:
– Chart a compelling vision informed by consultation with PSD
stakeholders, target groups and governance bodies and which outlines
PSD unique value proposition.
– Articulate clear strategic objectives and spell out the intervention logic,
approach, and capacities that PSD should deploy to achieve them.
– Map the implications of the new strategy on the organization’s
internal structure and processes and chart a clear plan to execute the
internal changes required for the implementation of the strategy.
– Create a sufficient basis for PSD to articulate its results.
– Develop an implementation plan detailing how the organization will
deliver its strategy (e.g., approaches, structure, capacities) and clarify
the roles and responsibilities according to the organizational
structures.
– Include a performance management plan based on KPIs identified
with counterparts, monitoring and evaluation (M&E) structures and
processes, performance auditing, reviewing, and continuous quality improvement principles.

Role and deliverables of the consultant

To meet the expected results, the consultant will need to implement activities in two phases as described below:

I. Inception: technical preparation and stakeholder engagement

a. Conduct desk review

b. Develop “Stakeholder Analysis Plan”

c. Conduct initial stakeholder interviews

d. Develop a “Context Analysis” for the Strategic Plan

e. Develop an initial outline for the Strategic Plan document

Deliverable 1 – Draft Inception Report: a comprehensive PSD Strategic Plan “Inception Report” draft that includes:

1. A summary of the desk review,

2. Stakeholder analysis and interview summaries,

3. technical Context Analysis, and

4. Outline of the PSD Strategic Plan document.

Deliverable 2 – Final Inception Report: the initial draft will be reviewed by the MTaPS team and discussed with the consultant for finalization.

II. Strategic Plan Development

a. Plan, lead, and facilitate "strategy development workshops" with stakeholders. Based on the draft outline and the initial Context Analysis, the consultant will build the content of the PSD Strategic Plan collaboratively with stakeholders according to the agreed outline. The consultant will also develop and prepare technical references, material and resources including presentations for the workshops. After each workshop, a brief workshop report using a simple MTaPS template will be prepared as a summary and a deliverable to document the completion of the workshop.

b. Develop a first draft of the 3-year PSD Strategic Plan based on the preparatory steps above and with content produced and agreed on during the strategy development workshops.

c. Conduct a technical workshop with stakeholders to validate the content of the Strategic Plan (first draft).

d. Conduct a validation meeting with the PSD leadership to review and finalize the content of the first draft.

e. Integrate modifications and feedback from the validation meeting to finalize the PSD Strategic Plan draft.

Deliverables: as listed in Table A below (deliverables 3 – 6)

Timeframe and coordination

This assignment is expected to require approximately 35 consultancy days and is expected to be carried out over a period of 5 months. The consultant will work closely with the PSD staff and MTaPS team, which will supervise the consultant’s work, progress, and deliverables. Progress will be assessed on a regular basis so that any required
adaptation can be agreed in a timely manner. Ideally, this assignment would require face-to-face workshops with the PSD team.

Consultant qualification requirements:

● A Bachelor's degree in health sciences and related fields, and master's degree in public health, health systems management, logistics and supply chain, industrial engineering, or related field preferred.

● Demonstrated track record of successfully facilitating participatory activities for the development of multi-year organizational strategic plans for public and/or private entities.

● Experience with the development of Monitoring and Evaluation Plans including the identification of key performance indicators and linking them with results framework of strategic plans.

● Experience in program design and methodology related to supply
chain is an asset.
● Prior experience working with USAID-funded projects preferred.
● Demonstrated skills in stakeholder engagement and management,
especially with government representatives.
● Advanced skills in Microsoft and Google suites of products,
particularly Excel.
● Excellent written and verbal communication skills in English and
Arabic.
● Ability to organize the work with minimum supervision.
● Ability to produce results within tight deadlines.
● Ability to prepare and review reports, SOPs, training materials,
presentations, and other documents.
● Ability to design and conduct knowledge and skill-building
training and workshops.
