JOB PURPOSE
To provide support to policy and programme activities that effectively meet food assistance needs.
The purpose of this job is to have a dedicated staff member who works on scale-up of Resilience and related activities, including project implementation tasks and WFP administrative processes at the Country Office. Coordination with relevant provincial office personnel, close work with Partnerships and Reporting, as well as support to other activities within the Strategic Objective including humanitarian response and disaster preparedness activities are requisite.
KEY ACCOUNTABILITIES (not all-inclusive)
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

OTHERJOB RESPONSIBILITIES
- Support the overview and operationalization of WFP resilience and livelihoods activities in Pakistan, and conditional and unconditional transfers as applicable.
- Prepare appropriate monthly, quarterly and other regular progress reports on relevant activities component for the WFP partners, in collaboration with the activity manager, and prepare visual and other presentations as and when required. Work in close liaison with partnerships and reports unit.
- Facilitate/ coordinating resilience and livelihoods interventions under supervision of the Strategic Activity Manager. Scale-up and assist in design of Resilience-building and development projects as applicable.
- Support project management and coordination of projects nation-wide. Use project management tools, and report progress and results to the Activity Manager.
- Coordinate with Provincial Offices (PO) and other functional units at Country Office (CO) to provide technical support and receive inputs for reports, partnerships and similar.
- Support provision of technical support to PO colleagues on livelihoods-based and climate change activities.
- Drafting of concept notes/donor proposals and reports complying to specific requirements, repand other technical and strategic documents. Liaising with Partnerships and Reporting focal points.
- Support representation of WFP in external climate change, resilience and other forums as requested.
- Participate in and facilitate Field Level Agreements processes, contracting of partners and similar, budget and programming, and all other applicable.
- Conduct field missions to support scale up and improvement of field activities related to livelihoods, climate change and overall resilience building.
- Ensure corporate understanding of WFP risk and compliance procedures, including risk registers and Annual Performance Planning inputs.
- Provide inputs to annual country reports, monthly donor updates, and all relevant reporting.
- Support to other activities of SO1 and 4 as needed, including humanitarian response, nexus synergies and support to highly vulnerable groups.
- All other tasks as required.
STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional two years of related work experience at professional / managerial level.
Experience: Minimum four years of professional / managerial experience in the development and also humanitarian sector.
• Excellent knowledge and implementation of project management tools.
• Deep experience and technical knowledge of livelihoods, recovery, Food for Asset Creation and similar activities in relation to food security and nutrition.
• Deep experience in implementation of cash-based transfers in a national emergencies.
• Excellent professional coordination, supervision, conflict resolution and liaising skills.
• Experience of working in both field and country offices in relevant capacities.
Language: National Professional: Fluency (level C) in English language and the duty station’s language, if different.

This position is based in Country Office Islamabad and Job holder will report directly to a NOB Activity Manager or the designate.
Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.
