BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

As part of the UN system, the World Food Programme (WFP) prioritises the safety and health of its employees. In 2021 WFP officially launched its Integrated Occupational Safety and Health (OSH) Management System and is currently growing the OSH Global Unit. To build on the established foundation and system in place, the organisation is currently seeking to fill 3 temporary positions of Occupational Safety Specialists, roving roles within the WFP globally, leading the first round of OSH risk assessments, OSH internal audits and inspections, in the various WFP locations throughout the countries in order to build WFP’s abilities to optimize staff safety and health, prevent staff harm, and to harmonize these efforts across the Organisation.
Reporting to the OSH Risk Manager (HQ), the Occupational Safety (OS) Specialists will be responsible for establishing the Occupational Safety assessment protocols well adapted to each of the regions, planning, preparing, and performing Occupational Safety Risk Assessments at WFP offices, warehouses and operational facilities and providing the Regional/Country Office’s leadership with a comprehensive risk assessment report, according to international standards (OHSAS 18001/ISO45001).
The Occupational Safety Specialists will have a key role relating to OSH Risk Mapping and CAPA (Corrective Actions/Preventive Actions/Opportunity for Improvement) processes to be implemented at WFP RBs and COs.
The work of this new Occupational Safety Specialist will be imperative to building the regional and country capacity and creating the necessary data, processes, and systems that are essential for operationalising the established OSH Management System by the end of 2022. Ultimately, this will support the prevention and response effectively to OSH serious incidents, accidents, and fatalities across all regions.
Guided by OSH Unit, the OS Specialist will work in close collaboration with regional/country OSH Focal Points, Field Security, Wellness and HR divisions.
This position will report directly to the OSH Risk Manager and, as roving role, will be traveling worldwide following a previously identified list of countries.
ACCOUNTABILITIES/RESPONSIBILITIES:
- Work in close collaboration with OSH Risk Manager (HQ) to develop Risk Assessment protocols, following international standards.
- Develop and provide trainings on OSH related matters and technical assistance to staff members involved in local occupational safety assessments.
- Develop OSH Risk Assessments, Internal Audits and Inspections guidelines, procedures, forms, flowcharts and instructions as required, oriented to Risk Assessments and OSH compliance.
- Develop and set up OSH Risk Register. OSH risk mapping, rating and prioritizing OSH risks, and a risk management plan for the highest risks should be implemented.
- Plan, prepare and perform OSH Risk Assessments for the different WFP sites, located in the 6 Regional Bureaux and countries within the regions.
- Guide OSH Country Focal Points through the OSH hazards/risks assessment processes.
- Ensure that all produced reports are accurate and appropriate uploaded into the OSH Cority platform.
- Prepare information as required for engaged stakeholders.

This position will require to travel to previously identified field offices to conduct safety assessments, provide trainings and help staff with OSH assessment processes and CAPA implementation.
DELIVERABLES AT THE END OF THE CONTRACT:
- Full OSH risk assessments completed throughout identified WFP facilities within the respective regions.
- Accurate reports including detailed OSH deviations and non-conformities for each of the main OSH hazards and risks identified.
- Occupational Safety Cority Database updated according to assessments conducted and respective reports.
- OSH Assessments/Internal Audits and Inspections SOPs, technical guidelines and relevant OSH training material fully developed.
QUALIFICATIONS & EXPERIENCE REQUIRED:

Advanced degree in engineering, occupational health & safety or equivalent work experience in Engineering, or other, related field. |
