The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water, and Sanitation Hygiene, and Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people.
The Syrian Crisis is well into its eleventh year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
The Area Logistics Coordinator will remotely support the Field team based inside our Area office operations to deliver an annual portfolio. The Area Logistics Coordinator is expected to lead all processes and directly or indirectly manage a team of over 6 staff. They will play a critical role in leading on high value and complex procurement processes and be involved in all sections of the Supply chain cycles to allow the program team to meet the needs of the people inside our Area office operations. The Area Logistics Coordinator is expected to work closely with Project Managers, Area Programme Manager,s and Area Manager to identify and implement solutions to the different operational challenges that arise from operating.
The Area Logistics Coordinator is responsible for the overall implementation of the NRC Logistics systems and procedures for the Syrian Response Office in its areas of operation. The Area Logistics Coordinator shall work under the guidance of the Area Manager to fulfill the objectives in accordance with NRC's mandate, policies and country specific strategy.
Duties and responsibilities
Generic responsibilities
Ensure adherence to NRC policies, handbooks, guidelines, SOP, and donor requirements
Implement NRC’s logistic systems and procedures at the area level
Coordinate timely operational planning and management of logistic activities
Ensure that local SOPs regulate procedures at the field office level, and perform periodic checks
Coordinate market assessment within the scope and request of program/project developers
Prepare and submit reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team training related to logistic
Line management of the logistic team including recruitment and performance management
Provide anti-corruption, transparency, and cost-efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
Ensure safe and efficient transport of staff and materials/goods
Perform other duties, as assigned by Line Manager
Specific responsibilities
Responsible for overseeing Logistical and Procurement activities of the Area Office.
Coordinate and manage the supply and Logistics support for the Syria Response Office areas of operations, including requisitioning, tendering, receiving, storing, issuing, and delivering goods.
Manage ongoing procurement and explore the options to further expand the potential procurement opportunities in the vicinities of the area of support.
Responsible for management and capacity building of Agresso procurement, updating staff and training when required.
Responsible for fleet, warehouse, and asset management in coordination with the Area Support Manager ensuring records of NRC assets (inventory list) and stock reports are updated for all offices and warehouses.
Assist in coordinating an efficient and effective use of the NRC contracted fleet in complex operations in insecure environments.
Represent NRC with local authorities, other NGOs, the UN, and relevant stakeholders when required.
Responsible for reviewing and updating standardized contracts/agreements between NRC and the supplier(s) to meet the requirement of NRC and other donors.
Assess capacity-building needs among logistics staff in collaboration with the Logistics Manager and discuss actions for implementation.
Organise or conduct on-the-job training and capacity building for staff working in the Logistics team. If required, recommend external training.
Performance management Logistics Technical Officer as well as providing Technical direction to the field Logistics team.
Complete and input on reports as and when required.
