The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with over 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. In the Middle East, NRC has over 3,000 staff dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, Water, Sanitation Hygiene, and Food Security, along with Information Counselling and Legal Assistance (ICLA) to forcibly displaced people.
The Syrian Crisis is well into its eleventh year, but the level and intensity of conflict in the country remain high. Humanitarian and protection need continue to grow inside Syria as a result of the ongoing conflict and consequent complex emergency situation in which displacement is both massive and widespread.
The purpose of a Finance Coordinator is to implement delegated area of responsibility.
Duties and responsibilities
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
Implement NRC’s systems and procedures at the area level
Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements
Prepare and submit reports and analysis
Ensure proper filing of all support documents
Support line managers in procedures and require support team training
Management of the support team

Ensure that the accounting, monitoring, and reporting are according to procedures
Support project staff in financial matters
Maintain budget control and monitor cash flow for the area
Ensure development and implementation of administrative systems and procedures
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of program intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
Lead on the financial monthly closing of accounting books.
Responsible for ensuring quality support to project implementation.
Facilitate Area Support Budget, area level budgets, including support cost
Maintain overall budget control and monitor cash flows
Training of line managers and staff with financial responsibilities
Implement anti-corruption policy
Closely monitor of level of expenditure and allocation of expenses to existing projects, providing monthly Budget versus Actual reports to be discussed with Senior Management.
Ensured effective cash flows, prepared forecasts of expenditures, and submitted monthly cash requests to Head Office.
Support on the elaboration of budget for new proposals, ensuring that budgeting tools are correctly used and ensuring support costs are properly budgeted.
Elaborate, Monitor, and Update Master Support Budget, identifying funding gaps and allocation of costs to existing donors.
Provide finance verification of purchase and payment requests up to his/her authorization limit.
Review and update Standard Operating Procedures in Finance if relevant changes in Operations happen.
Lead preparation and assistance on Internal, donor, and/or External Audits and other financial documentation revision from any external body.
