What will you do in this position?

The war in Ukraine has had drastic consequences both for people inside the country and for those around the world dependent on its huge grain supplies.
It has caused one of the fastest forced population movements since the Second World War. An estimated 6.6 million Ukrainians have become refugees, living mostly across Europe, and another 6.6 million are internally displaced. Many are destitute having lost their homes and livelihoods, and with supply lines cut off by the fighting – especially in the East and South.
WFP uses a flexible mix of food and cash to support vulnerable people, continuously working to get access to communities near the front line and in non-government-controlled areas. This includes working with partners to distribute food and cash. We are prioritizing and scaling up cash assistance wherever there is access to banks and where markets are functioning.
Within food in-kind (IK) team the need for continuously designing new initiatives, introducing new processes and procedures, piloting new ideas and solidifying the current flagship activities is key. Furthermore, internal, and external stakeholders rely on timely and smooth operational results and data collected from cooperating partners and field offices and processed into reader-friendly formats, tools, and reports. With that in mind, the IK team has identified the need for 2 Programme Officers who will support the IK team in the design, management, monitoring, and reporting on a series of activities within the IK overall portfolio. Post holders will provide support to policy and program activities within the In-Kind portfolio that effectively meet food assistance needs.

How can you make a difference?

Under the overall guidance and supervision of Head of In-Kind team, the incumbent will:

  • Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider program policies and guidelines.
  • Provide project management support to specific and defined programs and projects of small to moderate size that are relatively straightforward in nature, ensuring a coordinated approach with wider programs that complies with WFP standards and procedures.
  • Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyze policy and operational issues to support senior colleagues in the development of policies, programs, and activities.
  • Contribute to the preparation of accurate and timely reporting on programs and activities that enable informed decision-making and consistency of information presented to stakeholders.
  • Liaise with internal counterparts to ensure effective collaboration and monitor ongoing projects.
  • Support the identification, development, and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners, and national government to prepare for and respond to food assistance needs, e.g., through project management support of learning initiatives.
  • Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other fields, relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Proficient in both oral and written Ukrainian and English languages.

Experience: One year of postgraduate progressive professional work experience in data management, systems, analysis, and reporting, as well as contribution to the implementation of programs, observance, or assistance with policy discussion activities for an NGO, government institution, UN Agency.

Knowledge & Skills:

  • experience in implementing technical programs (i.e., nutrition, etc.).
  • experience in programme implementation and input into designing operations.
  • experience in providing input into policy discussions and decisions;
