DIVISION PURPOSE:
TEAM PURPOSE: The team will contribute to the development and promotion of a culture which has a zero tolerance in relation to safeguarding and ensure that complainants/survivors are listened to, supported, and protected from further harm, and ensure all cases are dealt with in line with Oxfam’s agreed practice.

DIMENSIONS OF THE ROLE
To help deliver Oxfam’s strategy and program to protect those we work with from sexual exploitation and abuse perpetrated by Oxfam representatives.
• Respond to and where appropriate investigate all allegations of sexual exploitation and abuse
• Provide professional advice to senior managers, and mainly the Regional Director and Regional HR Business Partner in the region where you are located, as well as the Country Directors of the countries in that region (each region covering between 12 to 14 countries)
• Influence the development of strategy, and supporting and delivering operational implementation, including supporting Country Safeguarding Plans

• Ensure that each country, and especially the ones with operational programs, have in place quality community feedback and safeguarding mechanisms for beneficiaries.
• Develop solutions to diverse and complex problems within organizational policy.
• Influence managers, staff and volunteers and develop effective networks with external bodies.
• Ensure Safeguarding investigation protocols are performed to a high standard and consistently checked for their relevance and standards.
• Understand the different legal contexts and risks and implement Safeguarding best practice which is legally compliant.
• Ensure consistent practice and commitment to Safeguarding across the different Oxfam affiliates operating in the region.

KEY RESPONSIBILITIES
Provide advice and guidance on sexual exploitation and abuse allegations, at all times taking into consideration the potential risks to personal safety for those involved
• Design and deliver effective strategies, projects, and tools for countering sexual exploitation and abuse across Oxfam with a special focus in the region where based
• Design and deliver training, awareness raising and other capacity building activities for staff, volunteers, partner organizations with a focus in the countries where based, with an option to also perform global trainings
Oxfam Regional Safeguarding Advisor
• Assess and help design community feedback mechanisms, in particular for humanitarian programming
• Carry out high-quality lawful investigations at Oxfam sites worldwide, taking time to build trust with survivors of sexual exploitation and abuse, so they feel empowered to report.
• Produce high-quality reports to managers at all levels.
• Develop specific assessments and trainings adapted to the needs of partners and allies in a given region
• Improve the effectiveness of sexual exploitation and abuse deterrence, prevention, detection and response in the organisation, working with Country Safeguarding Focal Points.
• Research and develop innovative approaches to countering sexual exploitation and abuse.
• Represent Oxfam at professional groups (e.g. the IASC AAP/PSEA Task Team) in the region and in coordination with Head of Global Safeguarding.
• Work with colleagues to incorporate best practice into risk and control activities.
• Contribute to Oxfam’s risk management processes and follow all Oxfam sexual exploitation and abuse processes and procedures.
• Support the Head of Global Safeguarding to promote best practice across the Oxfam Confederation, including supporting with the Oxfam International Safeguarding Task force and internal and external reviews taking place
• Contribute to the objectives of the wider Assurance and Risk Management function.
• Connect with, and contribute to, Safeguarding groups and forums in the wider iNGO community sharing and learning best practice.
