Background:
A leading Government Institution was established in November 2019 to coordinate, support, and drive the implementation of reforms under the Reform Matrix. Additionally, the leading Government Institution will provide necessary technical assistance and capacity building to Government Ministries and entities to support and expedite the implementation of reforms.
The leading Government Institution will oversee the implementation of the Reform Matrix; ensure reforms are designed in consultation with stakeholders; report to the Government of Jordan (GoJ) and development partners on progress; and coordinate between (GoJ) entities and development partners to ensure implementation and alignment of donor programs with national priorities. Furthermore, the leading Government Institution will produce and disseminate information and communication materials to inform all target groups, including the private sector and the public, of the progress of implementation and impact of reforms.
The Reform Matrix consists of twelve pillars:
- Pillar 1: Fiscal policy.
- Pillar 2: Public Sector Efficiency and Governance
- Pillar 3: Enabling Business Environment.
- Pillar 4: Investment and Trade Promotion Drive.
- Pillar 5: Access to Finance and Capital Markets
- Pillar 6: Labor Markets and Skills Development.
- Pillar 7: Social Safety Nets.
- Pillar 8: Transportation Sector.
- Pillar 9: Energy Sector.
- Pillar 10: Water Sector.
- Pillar 11: Agriculture Sector.
- Pillar 12: Tourism Sector.
Main Function:
The Procurement Officer will be working closely with the Contracting and Procurement Manager. S/he will work in the entire procurement process of goods, non-consulting, and consulting services for A leading Government Institution.
Responsibilities:
The Procurement Officer will be responsible for the following key tasks:
- Assist in the Implementation of the tasks related to the procurement of goods, services, and civil works for the implementation of programs/ projects in drafting bidding documents for procuring services providers. Assist in Preparing call for Expressions of Interest/advertisement, TOR and Request for Proposal (RFP) for consultant services, Request for Quotations, evaluations reports, draft contract, negotiation, etc. in accordance with the WB Guidelines/Regulations.
- Maintain a coherent filing system for archiving all approvals, contracts, contract amendments including all consultants’ deliverables are properly filed and referenced.
- Assist in drafting the procurement documents according to the World Bank Procurement Regulations.
- Assist in tendering and contracting procedure.
- Follow up the implementation of the contract.
- Safe Keeping for all procurement documents and records of the Reform Secritarite supplies.
- Other tasks as requested by A leading Government Institution’s Director or his/her designee.
Qualifications:
- Bachelor’s degree in accounting or finance or any other related field.
- Maximum of 3 years of experience in project procurement management.
- Experience working with governmental organizations working on procurement.
- Proven knowledge of World Bank Group’s Procurement Regulations.
- Excellent knowledge of the Jordanian procurement regulations.
- Highly motivated with excellent interpersonal and team skills.
- Flexible under pressure and in response to changing needs.
- Fluent in Arabic and good in English.
