STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree in political science, development studies, development economics, management, or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.
Experience: Between one to three years of research and policy experience in providing support to development policy and program activities with professional experience in quantitative/qualitative research, data analysis, data visualization, and reporting activities. Previous work experience with international organizations preferred.
Languages: Fluency (level C) in English language.
BACKGROUND
The prevalence of stunting and wasting, respectively 47.1% and 8.6%, in Timor-Leste is significantly above the ‘’Very High’’ threshold level set by World Health Organization (WHO).
There are a number of national policy and strategies that supports the implementation of food security and nutrition program in Timor-Leste. Most recently the Comprehensive National Action Plan for Nutrition and Food Security, and related commitments under the Food System Summit, the Nutrition for Growth initiative, and the School Meals Coalition.
WFP has a new Country Strategic Plan (CSP) designed to support Timor Leste in achieving food security and improved nutrition by 2030, in line with the Sustainable Development Goal (SDG) 2. It also seeks to contribute to progress in SDG’s 3 & 4 and foster a reinforced partnership in strengthening the national humanitarian and development response, in accordance with SDG 17.
WFP’s support under this CSP will assist national efforts through Bolsa de Maie, Cadeia de Valor and Merenda Escolar etc., and provide technical assistance and policy advice to help maximize the return on Government’s investment in food security and nutrition.
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
- Work independently, and alongside country office teams to identify, gather, and analyze relevant data to produce high-quality, evidence-based reports and other analytical outputs that meet the office needs;
- Provide technical assistance and produce analytical products (project proposals, donor-facing reports, policy briefs, infographics). Present them to the teams or donors as appropriate;
- Using analytical outputs, facilitate discussions on programme design and adjustments; thereby contributing substantially to WFP’s excellence in the delivery of humanitarian and development programmes;
- Provide technical support in the research process by conducting desk research and preparing policy briefs. Assist in drafting Concept Notes and/or Terms of Reference for research/programme activities of the office as needed;
- Identify new areas of research, collaboration and entry-points for WFP to save & change lives and build efficient pathways to food assistance. Working across programme and research teams, build project proposals based on most up-to-date humanitarian and development challenges in the country – particularly in regards to CSP priority areas;
- Collect donor intelligence to ensure financial expenditure and key KPI reporting are consistent with donor priorities and requirements. Coordinate with budget/COMET teams to support donor reporting requirements;
- Participate in regular monitoring of data for program reports and feedback integration.
