BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Needs assessments, targeting and prioritization are at the core of WFP’s operations and essential to ensure that the most vulnerable people receive the right assistance at the right time. The Needs Assessment & Targeting Unit (RAM-N) – part of WFP’s Research, Assessment and Monitoring (RAM) Division – is responsible for establishing and rolling out guidance and tools for food security and vulnerability assessments and targeting and prioritization processes, as well as to provide support to countries where WFP operates. The unit also conducts thematic research using innovative tools on topics such as migration, youth and urbanization to inform policy and programme decisions. Based in WFP’s headquarters, RAM-N plays an important in the strengthening of regional- and country-level capacity of staff and partners on assessments, analysis, targeting and prioritization.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the overall supervision of the Deputy Head of Needs Assessments & Targeting unit, the incumbent will be expected to:

Information management & product adoption

  • Lead the Information Management (IM) portfolio of the unit an liaise with the RAM Information Management Hub to align on application development and maintenance, digital solution policies and best practices.
  • Lead the roll-out and utilization of the RAM IM ecosystem for needs assessment and targeting through change management and adoption initiatives.
  • Lead on the roll-out of Data Library and survey designer through piloting, end-user training and support to Country Offices and Regional Bureaus.
  • Gather and define requirements for enhancing Data Library and other IM tools as required, understanding user needs and constraints to maximize the value the solutions bring to WFP staff and partners
  • Manage the system development of IM tools for needs assessment and targeting with external vendors. Ensuring timely delivery of products, in close collaboration with RAM technical leads.
  • Lead the development of interactive data visualizations, analyses, and automated reports for global products and research studies.
  • Advise on automated data pipelines for needs assessments and targeting as requested.

Capacity development & knowledge management

  • Lead on the development of new project and funding proposals related to capacity development and other projects.
  • Plan, strategize and facilitate webinars, meetings, workshops, and learning events in collaboration with subject-matter experts
  • Coordinate the implementation of capacity development activities on needs assessment, targeting and IM tools, in close collaboration with subject-matter experts
  • Liaising with the RAM Capacity Development Working Group on the RAM division needs, priorities and initiatives on capacity development
  • Support the development of needs assessment reports, guidance notes, and research studies as required, including editing and formatting.
  • Produce knowledge management products, including factsheets, SOPs, guidelines, presentations and training materials, in various formats and for a variety of audiences
  • Perform other tasks as agreed with the head of unit and other team members.

DELIVERABLES AT THE END OF THE CONTRACT:

  • New features in Data Library and other information management tools developed and rolled out
  • The use of Data Library, Survey Tracker and other RAM IM tools increased.
  • Capacity development initiatives (including webinars and learning events) coordinated and delivered
  • Training materials, factsheets, guidance notes and other knowledge management products developed
  • New project and funding proposals drafted and submitted

STANDARD MINIMUM QUALIFICATIONS:

Education:

Advanced University degree in International Development, Economics, International Relations, Food Security, Geography and/or other relevant field.

Experience:

5 years of relevant post-graduate experience in information and knowledge management, communications and/or project coordination roles.
Experience with United Nations and World Food Programme or within the field of research, assessment, monitoring is a plus.

Knowledge and Skills:

  • Excellent planning, analytical, project management and organizational skills.
  • Excellent verbal and written communication and presentation skills;
  • Proficiency in MS Office and Adobe Creative suite (including Illustrator and InDesign)
  • Knowledge of data management, analysis, visualizations and reporting tools (e.g. Tableau, Python, SPSS, Git/GitHub and databases)
  • Ability to think creatively, strategically, and identify and resolve problems;
  • Ability to effectively coordinate multiple responsibilities simultaneously;
  • Ability to work both with minimal supervision and as part of a team and interest to take up new responsibilities over time;
  • Ability to establish effective working relations with persons of different national and cultural backgrounds;
  • Familiarity with household survey data and food security analysis is an asset

Languages:

Excellent spoken and written English; knowledge of French and/or Spanish is an advantage.
