WFP Syria engages local and international governmental partners. WFP relationships with partners is critical; it is essential that we partner together in mind, heart, and resources. We want deeper and better relationships for a bigger impact for those we serve.
JOB PURPOSE
The candidate will report to the Head of the Partnerships and Communications Unit and will work with the team to develop new and existing donor partnerships to advocate for the World Food Programme’s (WFP) work inside Syria. The job holder will work to ensure WFP’s work is represented across various forums by developing the right relationships and strategy with the view to mobilise resources for the operation. The job holder will work with liaison offices, Regional Bureau Cairo, and Headquarters a well as Country Office (CO) colleagues to help diversify funding streams WFP can access in support of the implementation of the Interim Country Strategic Plan (ICSP)t o contribute to the development of new and existing partnerships with government organisations in order to advocate the work of WFP, and raise and mobilise resources to support WFP programmes.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Lead the implementation of a work plan for an assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP strategic objectives.
2. Engage with other functional units, RBs and COs on WFPs thematic, regional and country specific offerings, developing content and language that speak to individual audiences and align with ongoing policy dialogue in regional and global fora.
3. Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner visibility and that partner contractual conditions are met including reporting requirements.
4. Facilitate corporate dialogue with partners through preparation of quality briefing materials.
5. Proactively highlight strategic opportunities and issues to senior management and propose options for the best course of action to nurture trust and interest in the work of WFP; Support the preparation of joint events (e.g. UN pledging conferences, Brussels conferences, COP) that can advance WFP interests and objectives.
6. Gather and share partner intelligence (including forecasting) using key information systems (e.g. WINGS, salesforce, WFP Go) and assess results.
7. Support functional units, RBs and COs on partnership strategies (including the development of Partnership Action Plans); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing by engaging with other WFP entities and external stakeholders.
8. Oversee the preparation of partnership proposals, strategic agreements, joint strategies and/or MOUs, taking into account corporate norms, processes and external regulations: Ensure quality control of content by engaging with other WFP entities and external stakeholders.
9. Use socio-political insights to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda.
10. Solicit inputs from other WFP entities that contribute to inter-governmental/inter-agency dialogue.
11. Manage staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Has a good understanding of government and corporate strategies and priorities and gained experience in developing partnerships.
- Has gained significant experience in exploring new opportunities and providing inputs to design and develop solutions with prospective partners, including with the private sector.
- Has developed long-term partner relationships and expanded engagements across geographies and sector.
- Has designed and managed all resource mobilization processes and resource strategies, negotiated contract terms and provided resourcing advice to seniors.
- Previous experience and good knowledge of donors such as the United States or the Gulf Cooperation Council members would be an asset.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with three years of related work experience and/or training/courses.
Experience: Minimum five or more years of relevant professional work experience in partnership roles.
Knowledge & Skills: Experience implementing resource mobilisation work plans; and excellent writing skills to ensure proposals and reports are delivered at a professional level. Fluency (Level C) in the English language.
Languages: Intermediate knowledge (Level B) of Arabic is an advantage.
