BACKGROUND
The Jordan Economic Reform Activity (ERA) Task Order 1 is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.
POSITION DESCRIPTION
The Project Finance and Accounting Director will work under immediate supervision of the Deputy Chief of Party (Operations) to oversee the budget design, planning, management and implementation of all aspects of the project finance/accounting system, as well as management of the project’s financial reporting. S/he will be responsible for supervising finance/accounting team members.
DETAILED RESPONSIBILITIES
- Ensure project’s financial management is in accordance with the USAID regulations, Chemonics policies & procedures, and contract requirements.
- Manage daily financial and accounting operations, including cash flow management/if any.
- Prepare monthly payroll and tax calculations calculation, as well as calculation of leave balances, insurance payments etc.
- Prepare monthly income tax declarations and make sure all deductions are reflected in the document. Conduct any appropriate updates affiliated with Revenue Service with the cooperation of the Finance team.
- Prepare monthly financial reports in accordance to the Chemonics policy and regulations.
- Upon requests, prepare monthly, quarterly or annual budget/expenditure monitoring reports.
- Perform monthly reconciliation of the bank statements, analyze monthly Project Status Reports and other financial statements, submit to Deputy Chief of Party (Operations) for review and approval.
- Prepare financial forecasting reports, track the project’s expenses, and provide budgetary recommendations to the project’s senior management team.
- Provide year-end internal support to the project and Home Office audit requirements.
- Assist with any external audits conducted by USAID or the government, by completing requested materials and assigned schedules.
- Review financial documentation of subcontractors, grantees, communicate with grantee with any concerns/questions and make sure there is adequate documentation attached for each transaction, provide any feedback on lack of documentation.
- Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.
- Contribute to and/or lead as assigned periodic planning documents, progress updates and impact reports for USAID.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in finance, business, economic development, or a related field required
- At least (10) years of related experience working on donor-funded projects in a related role.
- Proven ability to manage finances/accounting on a USAID/donor program
- Strong interpersonal skills and ability to work with culturally diverse staff
- Knowledge of Jordan operating environment strongly preferred
- Fluent Arabic and English required.
LOCATION OF ASSIGNMENT
The Project Finance and Accounting Director will be based at the project’s office in Amman, Jordan.
