Since the onset of the Syrian refugee crisis, UNICEF has supported the coordination and overseeing the provision of WASH lifesaving interventions for refugees in Jordan as the Humanitarian Lead Agency for WASH. Over ten years since the start of the crisis, the UNICEF Jordan WASH programme has progressively evolved from one that focuses on the humanitarian provision of WASH services into one that continues covering the life-saving WASH needs for populations in camps while increasing its support to Government and WASH sector partners for prioritization of needs of vulnerable populations through the development of institutional capacities, integrating the humanitarian development nexus, climate action and resilience building.
Within the upcoming Country Programme, and leveraging on the work from previous years, UNICEF Jordan will continue working to fulfil its humanitarian obligations for population living in camps, while embracing a more comprehensive approach supporting Government of Jordan towards increased integration of support provided for increasing access to WASH services to the most vulnerable, including people living both in refugee camps and in host communities.
Job organizational context: The WASH Specialist P3 – FT will report to the Chief of WASH (P4) on the management of the field level implementation of WASH activities, covering both interventions in refugee camps and host communities.
Purpose of the job: The WASH Specialist will cover the management of implementation of WASH activities for the direct provision of services and support for improved behaviours and practices through the humanitarian development nexus, including the related support to Government and stakeholders, and the integration of climate and resilience building and other cross-cutting issues into UNICEF WASH programme implementation.
How can you make a difference?

  • Integrated WASH programme development and planning
  • Lead the development of a strategy to integrate provision of WASH services in refugee camps and the support to host communities for a harmonized support to vulnerable populations through sustainable services, including the identification of technical requirements / improvements needed to the existing systems and services in support of such integration.
  • Leveraging on previous support by UNICEF WASH on climate action and support the integration of climate resilience elements into the overall provision of WASH services within camps and other supported interventions in host communities.
  • With a focus on the integration of humanitarian and development interventions, support the development of the annual work plan and annual workplan outputs, activities and developmental priorities of WASH section staff, determining priorities and performance measurements.
  • Programme management, monitoring and delivering of results
  • Oversee the provision of water supply, wastewater and sanitation services, hygiene promotion, behaviour change communication and community mobilization and other WASH interventions in refugee camps and host communities, including technical advice for management of contractors and partners for field level implementation
  • Provide overall guidance to WASH section on all aspects of programming and implementation, focusing on harmonization between refugee camps and host communities, including management of implementation arrangements and overseeing preparation of materials and documentation, administrative and financial transactions, complying with organizational processes and management systems.
  • Support the development / update of a monitoring framework for implementation of WASH programme and in collaboration with other members of the team, support on its rollout to ensure that WASH output results are achieved to schedule and performance standards. Report critical issues to the Chief of WASH for timely action.
  • Prepare progress reports / provide inputs on the accomplishments, bottlenecks and lessons learnt for overall WASH section reports to management, donors and partners.
  • Monitor and report on the use of sectoral programme resources (financial, administrative, and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management and / or stakeholders.
  • Perform the full duties of the Chief of WASH in his/her absence.
  • Humanitarian WASH preparedness and response
  • In line with UNICEF’s CCC in Humanitarian Action, support the preparedness planning for UNICEF WASH section, including identification of risks and contingency measures to ensure UNICEF’s appropriate response to emergencies.
  • Upon the activation of an emergency, support the development and implementation of UNICEF WASH response plan, including management of implementation arrangements specific to the emergency response for the WASH sector.
  • Contribute to the emergency coordination for WASH, as per UNICEF’s Lead Agency Role for humanitarian WASH in Jordan.
  • Networking, coordination and partnership building
  • Build and sustain close working partnerships with Government counterparts and other sector partners (NGOs, UN, etc.), and provide technical and operational support for the implementation of UNICEF supported interventions.
  • Support coordination across WASH partners including participation and contribution into overall coordination fora for the Water/WASH sector in Jordan. Represent UNICEF WASH programme as required, including within Inter-Agency / UNSDCF related fora.
  • Support fundraising and advocacy activities, including the development of materials to promote awareness, establish partnerships and support fundraising for WASH programmes for refugee camps and host communities, in an integrated manner.
  • Innovation, knowledge management and capacity building.
  • Build and sustain close working partnerships with Government counterparts and other sector partners (NGOs, UN, etc.), and provide technical and operational support for the implementation of UNICEF supported interventions.
  • Support the preparation and dissemination of learning / knowledge management products covering best practices and innovative approaches related to provision of WASH services for vulnerable population, including camps, host communities and the humanitarian development nexus.
  • Support the development of policy papers, briefs and other strategic materials for JCO management, donors and other strategic engagement with stakeholders.
  • Support the development and implementation of capacity building initiative to support Government and partners to strengthen capacities, on WASH programmatic issues with a focus on integration of humanitarian and development.

To qualify as an advocate for every child you will have…

  • Educaiton: An advanced university degree in one of the following fields is required: Public health, civil / sanitary engineering, social sciences or other another relevant field level. Additional relevant post-graduate courses that complement/supplement the main degree on the above related areas is a strong asset.
  • Experience: A minimum of five years of professional experience in WASH related programming, including field experience in developing countries
  • Demonstrated skills and experience in programme planning, implementation and monitoring
  • Previous experiences in implementation of WASH programmes in emergency / humanitarian settings and / or transition programmes.
  • Demonstrated experience in effective management of staff, partnerships and contracts
  • Experience of working with government and NGO partners at the local level.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
