Consultancy to Develop a Business Continuity Plan

In August 2021, the U.S. Agency for International Development (USAID) awarded University Research Co., LLC (URC) a five-year flagship health activity in Jordan . The USAID Health Services Quality Accelerator (HSQA) Activity (the Activity) aims to sustain and advance improvements in equitable reproductive, maternal, newborn, and child health (RMNCH) services, specifically targeting disadvantaged segments of the population . The Activity supports innovative approaches to improve access to and quality of RMNCH services in the public and private sectors and to strengthen the Ministry of Health’s (MOH’s) capacity to act as a steward for improving the quality of RMNCH services. During FY22, and in response to the COVID-19 pandemic, the Activity reviewed and updated the COVID-19 clinical guidance and conducted training workshops on COVID-19 case management. In collaboration with the MOH’s IDQCD, the Activity assessed the COVID-19 response readiness of 49 health facilities (19 hospitals and 30 HCs) using a modified WHO readiness checklist. Support was provided to the MOH for developing facility-specific response action plans and recommended actions for improvements in handling COVID-19 cases and other health crises.

Accordingly, the USAID HSQA activity seeks qualified candidates to Enhance MOH resilience by establishing the RMNCH Business Continuity Plan (BCP), in line with lessons learned from the COVID-19 readiness assessment and international recommendations regarding readiness for any future epidemics. Strengthen health care providers’ capacities at the Health Facilities level on the business continuity plan to ensure the readiness of Health Facilities to deal with any event that may affect the continuity of service provision.

The estimated level of effort (LOE): 45 working February Through August, 2023.

Consultancy objectives

The consultant will develop RMNCH- BCP and build the capacities of healthcare providers at the primary healthcare level to ensure the readiness of health facilities to deal with any emergency that may affect the continuity of business.

Specific tasks:

  • Prepare the RMNCH- Business Continuity Plan.
  • Conduct a workshop to validate the plan.
  • Build the capacities of healthcare providers at the health facility level on BCP.
  • Training Report on the training activities.

Qualifications:

  • Healthcare Background, physician, Nurse, pharmacist.
  • Certification in the field of risk management
  • Minimum ten years of experience in risk management
  • Excellent presentation skills.
  • Good verbal and written communication skills.
  • Documentation and technical writing skills
