ORGANIZATIONAL CONTEXT

Assisting over 100 million people in around 83 countries each year, the World Food Programme (WFP) is the leading humanitarian organization delivering food assistance in emergencies and working with local communities to improve nutrition and build resilience. Within the framework of its mandate WFP relies on a large network of national and international Cooperating Partners (CPs) to reach the right people and to manage the assistance provision in a responsible, accountable, and effective manner.

In Jordan, WFP currently relies on 13 CPs to implement and monitor operations for all its Activities. Within the framework of its new Country Strategic Plan 2023-2027, WFP Jordan is embarking on a strategic journey to make its humanitarian assistance more sustainable, to invest on climate adaptive measures, to enhance the national school feeding programmes, among many other priorities.

At this regard, following an internal workforce review, WFP Jordan decided to reinforce the CPs Partnerships Unit with additional capacity. The Country Office will continue to rely on national and international NGOs to achieve its objectives both within the humanitarian context and in new areas related to climate and natural resources management.

Subsequently, WFP Jordan intends to hire a Programme Assistant to support the Cooperating Partner Management Unit in alignment with the new Jordan Country Strategic Plan 2023-2027.

JOB PURPOSE

Under the direct supervision of the Cooperating Partners Management Officer, she/he will be responsible for:
1. Functioning as key intermediate between WFP and its CPs
2. Providing support to Programme processes and effective management of agreements
3. Ensuring necessary contractual and compliance controls are in place
4. Completing a range of specialised and/or standardised processes and activities
5. Performing basic analyses and compiling reports to support information consistency and smooth implementation of programmes/projects

KEY ACCOUNTABILITIES (not all-inclusive)

1. Track and develop an inventory for all contracted partner’s documentation, including existing agreements, partners’ training, evaluations and reporting following corporate standards and guidelines.
2. Follow up with partners on administrative and contractual requirements, pending reports, payment requests, and other related correspondence.
3. Facilitate trainings for partners in collaboration with the relevant activity managers or other functions at the Country Office.
4. Attend coordination meetings with partners as requested and report on critical issues to Cooperating Partners Management Officer. Keep records of outcomes of attended coordination meetings.
5. Support the selection process of new partners or the renewal of agreements with existing partners. This entails providing administrative support to prepare requests for proposals and review the process of partners’ submissions and their due diligence.
6. Support the programme in creating agreements, purchase orders, and service entry sheets in WFP system (WINGS) and track the monthly payments to the cooperating partners.
7. Others as required by Cooperating Partners Management unit.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

Experience:

• Minimum 5 years of professional work experience
• Desired experience in supporting project management or related field.
Language: Fluency in oral and written communication in Arabic and intermediate level in English.

KNOWLEDGE & SKILLS

• Understanding of WFP’s mandate, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
• Demonstrated experience in supporting, liaising, collaborating and coordinating with external and internal stakeholders
• Good communication with technical teams.
• Demonstrated strong writing skills in English, including the ability to write in an engaging and informative manner
• Support the implementation of programmes/projects.
• Ability to work as part of a team, participating in meetings and valuing diverse opinions of others, regardless of gender, culture, background, and experience.
• Proficient computer literacy (Microsoft Office)

WFP is following the UN salary scale in Jordan; the expected net pensionable salary ranges between 16,767 and 21,422 JOD per year; depending on the years of managerial experience in supply chain exceeding the minimum requirements.
