ABOUT THE ICRC

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We act in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation to ensure a concerted, rational, and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

PURPOSE OF THE POST

The Learning & Development (LnD) Senior Course Administrator leads the Unit’s course administration related tasks and planning of its learning programmes and its related resources and has red line responsibility for all course administrators, S/he manages the virtual learning resources and facilitates the various digital tools and platforms. Is the focal point for coordination with all LRU’s, in particular but not limited, coordination of course admin files, reporting and relay of relevant information to the team and management, S/he is part of the management team of the unit

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Responsible for the Unit’s day-to-day management of the course administration team and leads the recruitment and training of new team members when necessary.
  • Monitors the Unit’s team-work-planning and distribution ensuring effective ways of working.
  • Contributes to the management of the Unit and, defines priorities and orientations for the course administration team.
  • Provides support to the Unit’s managers on the budgeting process.
  • Supervises and coaches other LnD Course Administrators and LnD assistants in relation to their programme.
  • Leads the establishment of the administration of the learning programme and proposes procedures, rules and regulations, forms, etc. Adapts them according to the evolution of the programme(s).
  • Establishes the yearly learning programme planner based on demand, availability of the facilitators and other constraints.
  • Manages the client lifecycle from application and enrolment to final assignment.
  • Coordinates updates and other relevant files with all other administrative staff working on the learning programmes globally.
  • Is responsible for the information management, reporting and analysis of the programmes.
  • Coordinates with the LMS (Learning Management System) managers at programme level, creating activities, overseeing learning journeys and documentation libraries.
  • Coordinates with senior programme managers and other internal stakeholders in Geneva, Belgrade, and LnD Units.
  • Coordinates with external providers (consultants etc.) to ensure timely support to participants and supports the elaboration of contracts with the invoicing process and monitors the administrative process with the providers.
  • In charge of proposing Production and consumption yearly material and following up on design.
  • Supervises IM related tasks/STM distribution from course admins and focal points.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Understands and contributes to the Performance Management & Development (PMD) activities for employees under them redline supervision
  • Makes sure that deadlines for the PMD cycle are met
  • Engages in ongoing and continuous feedback and support, particularly for employees under his/her supervision, but also other staff members
  • Organizes regular meetings within his/her team to ensure optimal coordination of the work and proper flow of information
  • Ensures that job descriptions for employees under his/her technical (technical) supervision are up to date; seeks feedback and support from the HR Department if needed
  • Coordinates and supports the employees under his/her supervision in their personal development by coaching and advising them on internal and external training and development possibilities

PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

  • University degree or equivalent
  • Relevant qualification in administration of digital management an asset
  • Excellent command of English; French and/or other languages are an asset;
  • Computer proficiency
  • Ability to carry out complex activities in various fields independently
  • Typically, 6-9 years of professional experience.
  • Previous staff management experience a strong asset
  • Previous experience in the learning function (internally or externally) an asset
  • Proven experience in information management, event management and administrative coordination role
  • Good understanding of blended learning methods and tools
  • Openness to and tolerance of different cultures and religions
  • Ability to work independently and under pressure
  • Availability for occasional travel in the region and beyond, including irregular working hours
