BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
Under the direct supervision of the WFP Chad Deputy Country Director (Programmes), the Protection and Accountability to Affected Population (AAP) Officer with be responsible for providing strategic orientations in protection and AAP. This includes overseeing the implementation of protection and AAP activities in WFP’s operations in Chad, supervising a National Protection Officer and working closely with Protection focal points in WFP sub-offices in Chad. The Protection and AAP Officer will provide operational and programmatic advice on the integration of Protection and AAP and will work closely with WFP technical units to mainstream protection and AAP throughout WFP operations in Chad. The Protection and AAP Officer will work closely with Research, Assessment and Monitoring (RAM) Unit and provide technical support and guidance to the Community Feedback Mechanism (CFM) team, to ensure effective implementation of the Chad CO CFM standard operating procedures. The Protection and AAP Officer is responsible for the overall yearly planning, implementation, monitoring and reporting of the Protection Unit work plan.
The role is responsible for providing training/capacity building and develop clear ToR’s for field staff who act as Protection focal points. The post holder will also provide support to ensure quality protection and accountability induction and orientation process for newly recruited staff through webbased learning and guidance to ensure that key staff in various units are mentored and supported to ensure Chad CO alignment and compliance with WFP Protection and Accountability Policy (2020) and the Community Engagement Strategy for Accountability to Affected Population (2021).
There will be focus on learning and ensuring that good practice on protection and accountability are captured and documented, shared widely across the organisation as appropriate while supporting sub offices to keep abreast of evolving standards and processes especially on communication with communities and beneficiary engagement.
The implementation of the above activities will be guided by WFP’s Protection and Accountability Policy (2020), Humanitarian Principles, the Inter-Agency Standing Committee (IASC) commitments on Accountability to Affected Populations (AAP), and the IASC Vision and Strategy: Protection from Sexual Exploitation and Abuse and Sexual Harassment (PSEAH, 2022).
Focus of the role will be on strengthening:
- staff capacity development.
- context and protection risk analysis.
- integration of protection into programme design and implementation.
- integration of protection into programme tools.
- WFP’s bilateral and inter-agency Protection & Accountability to Affected Populations (AAP) interagency collaboration.
- Support the office to integrate Accountability and Protection activities in Chad sub offices including compliance to Guiding principle, feedback and complaints tracking, data analysis, verification, and Post distribution follow up;
- Strengthen WFP and partners’ community-based complaints and feedback mechanisms, existing formal CFM’s & Tools
- Ensure compliance with policies and procedures including reporting requirements and contributions with other units and team members
- Ensure strong linkages between Protection and accountability and the CFM
- Ensure integration of protection and AAP in post-distribution monitoring, assessments, surveys, CBT feasibility studies…
- Provide protection and accountability related input based on strong feedback and learning from the ongoing field activities and support how to incorporate this feedback into proposals, monitoring and evaluation (related GFD – lean season, Cash Based interventions, School Feeding, VAM etc
- Work closely with partners that implement humanitarian protection activities esp. those working on the community-based accountability approaches, community engagement, and GBV and Child Protection
ACCOUNTABILITIES/RESPONSIBILITIES:
- Leadership and advocacy on protection and AAP-Provide leadership on protection related policy issues to the Chad Country office including on the choice of protection objectives, policies and context-based priorities
- Guide the definition of the Chad CO Protection and AAP components of the Country Strategic plan (new generation)
- Develop and define strategic operational measures to address the protection risks affecting beneficiaries and communities identified through protection risk analyses
- Support the roll-out of the WFP Chad Community Feedback Mechanism (CFM) Standard operating procedures and the application of relevant tools and guidance. Provide advice, guidance and follow-up in relation to protection aspects of the CFM
- Fulfill WFP’s commitments towards Protection from Sexual Exploitation and Abuse (PSEA) and support an increase in WFP's PSEA focal points engagement (in Ndjamena and the Sub offices)
- Support the development of a “Training and Capacity building Schedule / Guidance Documents, Training materials and potentially relevant on Protection and AAP mainstreaming including for mangers and Heads of Sub bureaus
- Assist WFP to coordinate with other UN humanitarian agencies, NGO, INGO partners and other relevant interlocutors on assessments of current and emerging protection issues and response planning and explore strategic partnerships
- Represent WFP in inter-agency protection fora (Protection Working Group, GBV and Child protection sub-working groups, AAP WG, PSEA network), as well as individual protection actors to ensure complementarity with the overall strategy on protection.
