Role & Responsibilities:

Join our team to provide IM services such as the creation of data collection tools, reports and dashboards. Customise, deploy and support applications providing valuable data tools to Jordan country programmes.

The IM manager is also responsible to provide trainings on new applications and data literacy practices. Line manage the Information Management (IM) team based in Jordan to oversee their contributions to Medair’s Information Management (IM) projects and activities. The IM Manager will actively integrate and collaborate with Medair Shared Service Center (SSC)/ Information Technology Servoces (ITS) at Global Support Office (GSO); manage client relationships, scoping, consulting and IM project management; manage the current IM department of Jordan office, including reporting; suggested rephrasing: ensure the team has the necessary funding and resources and manage the IM Jordan budget within the approved spending plan to ensure the delivery of IM projects and initatives in addition to day-to-day operational support.

Overview:

The IM team in Jordan is made up of specialist IM staff with a functional link to GSO SSC/ITS team. Information Management at Medair includes, (but is not limited to), developing and maintaining tools for data collection, dashboards and reports, and Geographical Information Systems (GIS).

5th March 2023. Full-time, minimum 12 months.

Key Activity Areas:

Team leadership /Line Management

  • Line-manage team of IM Officers in Medair Jordan by providing guidance and timely feedback, and leading by example to demonstrate accountability and professionalism.
  • Develop training and knowledge transfer plans so that members of the team can continue to grow in their roles and ensure proper coverage in case of staff absence or departure.
  • Lead the IM platform implementation for the Syrian response of Medair.
  • Lead the customisation and development of IM improvements tools, projects and initiatives through analysing and the conceptualising the IM needs in the country programs level and with stakeholders from other departments.
  • Coach team members to/and troubleshoot technical issues, respond to incidents and develop solutions for different IM platforms at Medair Jordan.
  • Organise a set of IM train-the-trainer workshops and technical training sessions for Medair team, INGOs, and local NGOs involved in the Jordan response, pending necessary approvals.
  • Ensure the team is fully integrated into and engaging actively with the Global IM team.
  • Monitor service level. Identify trends in incidents and work on the underlying problem.
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned IM team, Medair in-country and GSO advisors and other relevant, with the objective of ensuring strong coordination, communications, cooperations and partnerships .

Information Management

  • Communicate regularly with the GSO IM focal points to integrate and share innovative IM developments from Jordan in the overall IM service plan.
  • Provide senior level IM Support to create assessments and surveys, GIS maps, reports and dashboards for Jordan.
  • Design, develop and maintain Qlik, ArcGIS, ODK, CommCare and other relevant software to provide IM services in the form of electronic data collection forms, databases, and interactive dashboards.
  • Support and repair issues related to assessments, surveys, GIS maps, reports and dashboards.
  • Provide guidance and assistance to IM team in the newest innovative technologies available for different teams' requirements.
  • Build a training programme of data protection/data literacy to be rolled out across Medair Jordan country programmes.
  • Coordinate and ensure an effective IM implementation and managing effective information sharing and dissemination to all stakeholders.
  • Escalate high priority issues or risks to the Global IM Team.

Information Governance

  • Create new IM proposals and provide specialist advice on information management.
  • Contribute to the development of policy, standards and procedures for compliance with legislation.
  • Set standards for operational, geographical and population data. Maintain and distribute standards to IM colleagues and partner NGOs.

Applications and Information Management Strategy

  • Development of a roadmap/ strategic plan to upgrade and standardise the applications infrastructure across Jordan programmes, outsourcing activities to focus on activities that are unique and cost-effective for Medair to maintain.
  • Design, update and evaluate the strategic plan based on the ITS and Global IM strategy. Balance priority IM needs, donor reporting needs, programming needs etc.
  • Collaborate in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Publish and proactively share the IM work within Medair as well as outside Medair.
  • Ensure IM Team activities are monitored, documented and adhere to good practices.

Funding

  • With support from Programs Coordinator, oversee the drafting and presentation of IM and Innovation grant proposals, operational and financial reports related to the Jordan IM team.
  • Support the planning and construction of project budgets.
  • Manage the spending within the programme in-line with the approved budgets. Analyse projected cash flow, decide on the timing of major procurements, and anticipate where over or under spending may occur and ensure necessary action is taken.

Vendors and stakeholder relationships management

  • Work directly, or indirectly with IM vendors like Qlik, Ona, SurveyCTO, ESRI, DHIS 2, etcetera, Commcare. The global tools would fall under the global team responsibility, Jordan specific tools falls under the IM manager responsibilities.
  • Have regular contact with GSO IM strategic team/focal point.
  • Communicate to Medair’s Jordan Senior management team and Heads of Departments on the services offered of IM department, innovations and enhancements.
  • Work with Medair Jordan team to conceptualise IM tools customised to the priority needs and develop this in an IM improvement project.

Quality Management

  • Promote and use the Medair intranet and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Ensure designated project(s) are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards e.g. Sphere and HAP standards, WHO recommendations, etc. Follow the direction of the relevant advisors at GSO regarding quality, strategy and technical guidelines.
  • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits. Ensure that all standardised formats are used and guidelines are followed.

Qualifications:

  • Bachelor degree in Informatics, Computer Science, Information Systems or related field, Master degree is desirable.
  • Knowledge or certifications of Qlik, ArcGIS, ODK is a strong advantage.
  • Strong working knowledge of English (spoken and written). Knowledge of Arabic (desirable).
  • Jordanian Nationals Only.

Experience / Competencies:

  • 3 years in team leadership and management experience is required, with minimum 2 years’ of IM/IT management experience is required.
  • 3 years’ experience in applications development, information management, business intelligence is required.
  • Experience working in Agile teams is required. Experience building and managing team of people is required.
  • Knowledge and experience of change management.
  • Humanitarian knowledge of best practice in the field is an advantage, experience in INGO sector is required.
  • Solid understanding and experience with data modelling, data architecture, data protection and retention, and other information management disciplines to support a global organisation.
  • Strong planning and analytical skills. Experience in database management and mobile technologies.
  • Think strategically about IM issues and how they can be used to improve humanitarian programming quality.
  • Proactive networker and enjoy coordination and communication at all levels.
  • Proven track record in conceptualising and designing IM systems for programmes, selection of IM tools, software development and customisation and resource management.
  • Advanced planning, coordination, assessment, analytical and problem-solving skills.
  • Excellent project management skills. Ability to concisely work out project needs, present this to the client programmes and allocate technical resources.
  • Relevant management experience in emergency and/or development context.
  • Knowledge of the humanitarian essentials, Sphere and CHS Standards, guidelines and protocols. NGO and donor policies governing processes and procedures and reporting needs.
  • Experience running technical capacity building workshops in different locations and cultural environments. Enjoys sharing knowledge and facilitating live events.
  • Ability to communicate effectively with programme teams and represent Medair in discussions with stakeholders.
