STANDARD MINIMUM QUALIFICATIONS

Education: You have a masters or doctoral degree in academic disciplines relevant to impact measurement (e.g., evaluation, economics, political science, development studies, etc.).

Experience: You have a minimum of 5 years professional experience supporting the delivery of impact evaluations or relevant experimental social science research.

Language: Fluency (level C) in English language and an intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

ORGANIZATIONAL CONTEXT

The Executive Board at its Annual Session in June 2022 approved the use of USD 55 million from the General Fund to establish the Changing Lives Transformation Fund (CLTF). The CLTF aims to strengthen WFP’s support for governments in achieving the 2030 agenda, in particular SDGs 2 and 17. It will do so by enabling promising components of WFP’s changing lives work to reach adequate scale and by providing Country Offices with new tools for mobilizing resources and working with governments for bigger impact on the lives of vulnerable people.

The CLTF responds to evaluation findings indicating that WFP’s resilience building and development activities have not tapped into financing at scale, and to calls, internally and from governments in countries where WFP works, for different investment models to enable WFP to work with governments to design, pilot, innovate and sustain interventions that have a transformative impact. As such, the CLTF will serve both as a platform for investment and as a vehicle to improve the way WFP works with national governments and partner organizations to change lives. The CLTF is more than a funding mechanism; it is also a vehicle for WFP to generate new evidence or strengthening existing evidence so as to better document the impact of its programmes.

To that end, it is expected that country offices funded by the CLTF will include one or several research questions in their proposals and if selected, design and implement an impact measurement component which will allow to generate answers to the research question(s) that stands up to high research standards.

Current windows under the CLTF focus on 1) Transition (Investments that transition populations from dependence on humanitarian assistance to increased self-sufficiency), 2) Systems strengthening (Investments that strengthen the capacity and resilience of national programmes and systems to deliver effectively for those most behind), and 3) climate adaptation (Investments that enable climate adaptation for countries / people most at risk from climate shocks)

JOB PURPOSE

An external company will be hired to provide the necessary technical expertise to accompany country offices and ensure they design and implement high quality, sound impact measurements.

The consultant will manage the external contractor, develop and oversee its work plan and ensure the desired results are produced in a timely manner and in line with WFP's high standards.

The consultant will develop the overall impact measurement framework under the Changing Lives Transformation Fund (CLTF) and be the first point of contact to support country offices and regional bureaux in developing impact measurement components. His/her role will be to ensure that learning occurs, is captured and disseminated.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop an overall impact measurement strategy under the CLTF in line with the WFP Strategic Plan (2022-25) and in close coordination with the Impact evaluation unit within the Office of Evaluation. Ensure synergies and knowledge exchange with the windows managed by that unit.
  2. Manage the contract with the external provider which will support country offices on impact measurement. Develop the work plan for that contract and ensure proper implementation. Trouble-shoot as necessary.
  3. Support CLTF-funded country offices and regional bureaux providing technical assistance to them with the design of impact measurement components as part of their CLTF proposals.
  4. Leading preparation for impact measurement components included in funded CLTF proposals, this includes systematic literature reviews, stakeholder consultations, writing concept notes, and establishing and coordinating committees.
  5. Help country offices select local partners for impact measurement as appropriate and help manage those partners. Ensure such partners comply with WFP’s high professional standards.
  6. Contributing to the management of impact measurement processes to support the production of independent, credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct.
  7. Providing technical support to the design and delivery of impact measurement components conducted in partnership with WFP country offices with CLTF funding.
  8. Supporting effective reporting of CLTF impact measurement activities, including producing annual updates, a midterm and final report
  9. Building impact measurement capacity of WFP staff and partners through development and delivery of trainings and events.
  10. In close coordination with the Impact evaluation unit within the Office of Evaluation keeping abreast of methodological developments in impact measurement and evaluation and contribute to the development of impact measurement methodologies and tools.
  11. Other as required.

FUNCTIONAL CAPABILITIES

  • Solid knowledge of quantitative and qualitative research methods used for identifying and measuring impacts. Experience designing, managing, and analysing household surveys is highly desirable.
  • Significant experience providing impact measurement specific guidance, training and capacity support is desirable.
  • Proficiency in using statistical analysis software packages, including Stata and/or R, is essential.
  • Experience with data management, including de-identifying, cleaning, encrypting, storing, and making secure transfers is essential.
  • Fully computer-literate with excellent skills in Word, Excel, Power Point and database management.
  • Experience managing research budgets, contributing to funding proposals, and overseeing timely payments is desirable.
  • Strong interpersonal skills with demonstrated ability to work effectively and sensitively in diverse teams.
  • Experience working with academic, civil society, private sector, NGO and/or government partners in countries where development and/or humanitarian projects are delivered is essential.
  • Excellent communication skills, written, verbal and visual. Experience effectively translating between academics and practitioners is highly desirable.
