Regional Roving Programme Support Manager – Middle East Office
Job Description
Job Purpose
The Roving Regional Programme Support Manager is a member of the Regional Programme Development and Support Unit. S/he will be required to undertake gap filling missions to NRC country programmes to provide a variety of quality programme support functions (ideally up to three months).
S/he will be working alongside the Head of Programme of the supported Country Office and will contribute to achieving quality programming by closely supporting the country office in ensuring effective grants management and quality support functions including M&E, accountability and partnerships. S/he will also be supporting Country Office and Regional Strategy development process when relevant. Each short-term mission will be precisely defined through dedicated Terms of Reference.
The Roving Regional Programme Support Manager will act as the focal point for the key mandatory activities under NRC’s Project Cycle Management (PCM). S/he will ensure internal and donor compliance requirements, timely and quality grant reporting review and proposal development. S/he will ensure that country teams are informed of relevant donor compliance regulations and NRC procedures. S/he will manage donor and other external reporting, and guarantee grant management processes. The role will provide strategic support to CO grants and M&E units, liaise with key stakeholders inside NRC and externally, if requested.
What you will do:
- Accountable for compliance in relation to grant management and project cycle management processes, as delegated from Head of Programme
- Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors.
- Lead programmatic audits focussed on quality, compliance, timeliness, and relevance.
- Oversee cross-cutting thematic areas of work and integration into programming and routines, as those responsibilities/functions are added to the Program Support Unit.
- Oversee the integration of Safe and Inclusive Programming minimum standards into PCM and other processes, as well as roll-out of NRC Country Office Safe and Inclusive Programming action plan.
- Ensure coordination between NRC Country Offices, Regional Office and Head Office on cross-cutting thematic areas of work, partnership and PCM.
- Responsible for the overseeing and managing the process for developing concept notes, proposals and donor agreements. This includes establishing and maintaining relations with key donors and stakeholders, reviewing donor contracts, and supporting contract negotiations
- Responsible for overall management quality control of NRC’s reporting. Oversee the coordination and consolidation of inputs for all donor reports. This includes ensuring consistency between narrative, M&E and financial reports, maintaining quality standards, and ensuring donor requirements are satisfied.
- Develop and maintain overview of all grants, donor requirements, rules and regulations and internal and external deadlines; ensure grants information management and filing system is respected
- Support the HoP and Area Managers in effective management of the project cycle including grants opening, review and closing meetings
- May be requested to support the HoP and Country Director in developing and implementing a context specific fundraising strategy. This includes the mapping of potential new funding opportunities with inputs from relevant stakeholders and documenting any fundraising policy positions agreed by the county office management.
- Oversee and support M&E teams and Programme leads in planning and implementing monitoring and evaluation activities throughout the PCM cycle.
- Ensure adequate resource planning for M&E activities in line with NRC standards.
- Oversee and support reporting in NRC’s Global Output and Outcome Reporting System (GORS).
- Oversee sub-award, partnership management, and communications as well as other partnerships related engagements according to internal guidelines.
- Provide technical support, guidelines and capacity building Partnership Management across the country office.
- Support HoP and CC Specialists in institutionalizing learning moments in the country office, with systems in place for analysing and using M&E data. Support Programme Leads and CMG in using learning for strategic and programme decision making.
- Depending on Country Office set-up, coordinate the operationalize system and develop/build upon existing Standard Operating Procedures (SoPs) for CFM within the country office to ensure feedbacks and complaints are taken into account in programme management decisions.
- Oversee the operationalisation of CFM systems, including effective information and knowledge management related to complaint trends, response procedures, and relevant issues
Professional Competencies And Qualifications Required
These are skills, knowledge and experience that are important for effective performance.
- Bachelors Degree from a relevant field of study
- Minimum 6 years’ experience with responsibility for programmes and senior grant management experience in a humanitarian/recovery context
- Experience working in complex and volatile contexts with protracted crises. Knowledge of the context in the Middle East is highly desirable.
- Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities
- Ability to work under pressure, independently and with limited supervision.
- Experience in working in NRC’s cross-cutting thematic areas of work, in particular protection mainstreaming and gender.
- Knowledge of donor landscape, priorities and conditions.
- Fluency in English, both written and verbal. Knowledge of Arabic language is an asset
