WFP Ethiopia has initiated a strategic planning process to review its current portfolio of activities and to better position itself in the country for the period 2020-2025, to support progress towards zero hunger. Nutrition integration across is one of the five outcomes expected from the CSP. Accordingly, Strategic outcome 3 is related to addressing chronic malnutrition and preventing stunting (SDG Target 2.2).

ORGANIZATIONAL CONTEXT

This job is based in the WFP Diredewa Sub-Office. The job holder will report to the Programme Policy Officer.

The Programme Associate will provide technical support primarily between WFP Dire Dawa Sub Office and sector institutions (Governmental, INGOs, NGOs, UN agencies) based in Oromia that are working in nutrition for improved programme design, implementation, management, reporting, and monitoring of nutrition-related programmes. The assignment will require at least 30 to 40 percent of the time to visit nutrition program intervention sites and meet with partners. The other 60% will focus on supporting and strengthening internal capacities toward nutrition-related initiatives.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1) Programme planning and supply chain:

  • Analyse commodity requests from partners, prepare FRNs in COMET platform, follow-up timely approval and ensure timely SNF delivery for TSF intervention IMAM and Regular Woredas.
  • Liaise with CO nutrition and SO logistics resource management colleagues and ensure that nutrition programme needs are provided for guided by available resources and approved FRNs.
  • Follow up with NGOs, Regional Health Bureau (RHB), Busa Gonofa Oromia and all other relevant partners at Zonal and Woreda levels on TSFP commodities dispatches and distributions.

2) Programme implementation:

  • Work in collaboration with cooperating partners to strengthen active case finding nutrition monitoring, timely delivery, and distribution of specialized nutritious foods(SNFs) for MAM treatment
  • Work closely with NGOs, RHB, Busa Gonofa Oromia and all other relevant partners to ensure SAM/MAM continuum of care
  • In coordination with partners and CO, ensure nutrition-sensitive activities are included in all activities
  • Supervise the implementation of TSFP with close monitoring of nutrition performance indicators (i.e. admissions, management of cases, exits, ration level, hygiene and food handling/preparation, record keeping on registers, health and nutrition education or counselling sessions, complementary services, and visibility concerns)
  • Conduct field missions through supportive monitoring and supervision of TSFP and other complementary interventions in the Dire Dawa Sub Office operational areas to ensure they are implemented as planned and in an integrated approach.
  • Ensure that the mothers and care takers of malnourished children receive appropriate education and participate in the nutrition programme
  • Educate cooperating partners’ staff, WFP monitors as well at third party monitoring (TPM) staff about key aspects and components of CMAM (e.g. child development, improvement of mother-child interaction, community mobilization and mother-tomother support groups)
  • Identify implementation gaps and suggest practical solutions to WFP monitors, partners and/or organize capacity building trainings for partners, TPM staff and beneficiary leaders
  • Ensure the follow up of nutrition programmes implemented by Government and NGO partners
  • Support multi-agency emergency nutrition assessments representing the sub office
  • Identify needs for technical and managerial support to Regional/Zonal Government and cooperating partners
  • Give inputs for the development of annual, quarterly and monthly work-plans of Third-Party Monitoring (TPM) NGO for the IMAM monitoring
  • Organize regular meetings with partners and supervise Facility government and TPM staff activities for on-the-job capacity building.
  • Represent WFP in health and nutrition task force meetings at Zonal and Regional level, especially meetings with RHB, Zonal Health/Nutrition Cluster and at various levels and share highlights of meetings.
  • Organise regular meetings with partners (Regional and Zonal Health Bureaus and Busa Gonofa Oromia Branch Offices) and conduct supervision visits to CP sites for identifying implementation gaps and provide guidance for improvement
  • In collaboration with Woreda, Zonal and Regional health bureau to follow up and supervise the activities of the HEWs in the IMAM implementation areas.
  • Properly review monthly nutrition statistical reports, TSF master table, and TSF CPDRs from partners and take the next immediate actions
  • Support the preparation of proposal, including developing strategies, identifying partners. This includes review of key nutrition statistics and send to CO.
  • Provide additional support on processes, procedures, coordination, and other related responsibilities to the Sub Office as needed

3) Reporting:

  • Analyse reports submitted by nutrition partners to ensure data quality, integrity, and consistency
  • Provide constructive feedback to the sub office field monitors, TPM NGO, partners concerning areas of improvement in terms of data quality, timeliness of report submission and other M&E and record management concerns identified during reports and data analysis
  • Provide field reports for all the field trips made, regularly update the supervisor on implementation progress, gaps and recommendations.
  • Prepare regular updated briefs for overall nutrition activities.
  • Timely submit inputs for monthly and quarterly nutrition reporting for the Sub Office, compile and share biweekly updates on nutrition situation for the biweekly updates to be shared with management
  • Analyse monthly and quarterly reports from TSFP Zonal coordination and cooperating partners’ reports, attend monthly coordination meetings at the zone,region and those arranged by CO nutrition team.
  • Contribute to the compilation of SO Sitrep and other project documents

4) Monitoring:

  • Ensure real-time tracking and management of SO nutrition database (Commodity and beneficiaries)
  • Follow up with nutrition partners on monthly basis for Co-operating Partner Distribution Reports (CPDRs), monthly narrative reports and quarterly reports submission to the Sub Office to ensure effective conformity to the reporting deadlines
  • Follow up the joint monitoring plans and activities done by the Zonal, Regional coordination unit and share reports
  • Suggest recommendations for improvement based on programme results
  • Liaise with CPs and TPM to organize joint supervision/monitoring visits
  • Evaluate the overall performance of cooperating partners at Woreda and Zonal levels.
  • Oversee TPM monitoring plans implementation, meeting and reviewing targets as well as analyse submitted reports.

5) Training:

  • Technically support IMAM training organized at Regional and Zonal levels for WFP, Busa Gonofa Oromia, RHB, NGOs, health extension workers (HEWs) and food distribution agents (FDAs) using the unified training package
  • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Secondary school education completion or A university degree in Nutrition, Public Health, Food Science, or any other related social science field.

Experience: Four or more years of postgraduate professional experience in Nutrition/Health/TSF/Food Security or related field.

Previous work experience with the UN is an asset.

Language: Fluency in both oral and written English is sufficient and knowledge of the Oromifa language is a requirement.
