STANDARD MINIMUM QUALIFICATIONS

Education:

  • Advanced University degree in Social science, Economics, Nutrition, Agriculture, International Relations, Planning, Management, Monitoring and Evaluation of Project/ Programme, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

  • At least five (5) or more of postgraduate professional work experience in food security, Nutrition, Project/ Programme Management, Monitoring and Evaluation in the developpement sector or other related fields.
  • Experience in coordination and the ability to work effectively with a range of stakeholders, including partners and governments.
  • Ability to analyze diverse information and develop recommendations .

Skills:

  • Strong communications skills (both written and verbal) at a level appropriate for representation.
  • Skills in data management would be desirable
  • Ability to engage effectively at field level with a wide range of actors including those in the international humanitarian community and governments.
  • Ability to work under tight deadlines and simultaneously manage multiple tasks in an autonomous manner.
  • Maturity, initiative, courtesy, tact, and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds.
  • Good computer knowledge and skills.
  • Projet management experience (essential)
  • Experience in intervention using CBT modality
  • NGO management experience (essential)
  • Writing skills for reporting.

Languages:

  • Fluency in both oral and written French and intermediate knowledge (level B) in English.

ORGANIZATIONAL CONTEXT

The Country Strategic Plan of the World Food Programme (WFP) in Benin covers the period from 2019 to 2023 and includes four components: i) Integrated school feeding based on local food production; ii) prevention and treatment of malnutrition ; iii) Capacity building and iv) Emergency response and coordination.

The main component is the one related to school meals and covers 5 350 schools (almost 75% of public primary schools) and over 1 million schoolchildren. The school meals program is mainly funded by the Government of Benin and benefits from the support of other donors. Local non-governmental organizations (NGOs) are contractualized by the country office as implementing partners, with the mandate to ensure community mobilization and to monitor the operation of the school canteens.

Leveraging government priorities to strengthen the supply of locally-grown food to the school canteens, and in line with WFP vision, several interventions are being implemented by the country office, in order to improve the quality of beneficiaries’ diet in a sustainable and equitable way, while maximizing the benefits for smallholder farmers and other actors, especially women, along the local value chains.

WFP Benin also supports the Government of Benin to respond to shocks induced by natural or human-made disasters. Through these interventions, WFP is building the capacity of national and local authorities in emergency response and planning with the aim to provide timely and effective assistance to the most vulnerable populations. The response includes food assistance, voucher or cash-based transfers, nutrition education, emergency preparedness and surveillance. WFP also implements nutrition and capacity building activities.

The country office is recruiting a Programme Policy Officer to ensure operations management, facilitate the integration of the different activities and coordinate the shock response.

JOB PURPOSE

Under the supervision of the Programme Policy Officer, the job holder will be in coordinate administrative and operational support to programme implementation and ensure integration of the CO Projects.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Ensure the overall integration of the CO Projects in terms of administrative and operational arrangements
2. Proactively manage all relations with internal and external stakeholders involved in the implementation of the programme activities (i.e. contractors, government authorities, donor community)

3. Coordinate activities related to the use of the Cash-based transfer (CBT) modality within the school meals program or other projects (emergency, etc.),

4. Coordinate cross functional analysis and emergency assessments with the support of the RAM team for the emergency response and preparedness window,

5. Coordinate and ensure smooth planning, implementation and monitoring of the emergency portfolio,

6. Support on mobilization of WFP resources and capabilities for an effective and sustainable emergency response,

7. Leverage available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of the emergency operation and requirements,

8. Identify opportunities, when needed to support emergency response, to secure additional emergency staff and non-staff resources from external partners,

9. Identify and leverage technological tools and solutions to enhance emergency response effectiveness and efficiency,

10. Promptly call forward required funds to ensure timely procurement of materials and other goods,

11. Support the training and coaching of the new staff about the objectives of the project and the strategy to be implemented,

12. Oversee the NGO management process and particularly administrative and financial management of FLAs with NGOs,

13. Provide timely situational updates to ensure effective decision-making,

14. Any other task as required
