JOB PURPOSE
Under the general guidance and direct supervision of the TPM Lead, the Programme Assistant will be responsible for the overall operational management of Third Party Monitors and related activities.
KEY ACCOUNTABILITIES (not all-inclusive)
• Assist the TPM Lead in the overall management of Third-Party Monitoring (TPM) engagement and all related contractual issues.
• Coordinate TPM related issues reported by field offices, TPM service providers, cooperating partners (CP) or other stakeholders.
• Coordinate TPM fund reservation, PR and PO with Budget and Programming, Supply Chain and Field Offices.
• Review the monthly service payment requests from the TPM companies and ensure they are inline with the approved budgets.
• Monthly update of the TPM Budget/Payment Tracking Sheet.
• Settlement of any pending payments between TPM Company & WFP Field Offices.
• Regular review of Monthly Monitoring Plan and Monthly Monitoring Actual Reports in MODA and ensure that the data is recorded correctly and updated regularly.
• Ensure timely submission of monthly and ad-hoc monitoring reports by the TPM companies.
• Assist the TPM Lead in reviewing all the TPM reports to ensure quality of data (relevance, coherence, accurate, reliable) and value for money for WFP.
• Stand in as a backup in the absent of the TPM Lead while he/she is on leave or missions.
• Perform any other duties assigned by the TPM Lead.
EDUCATION & QUALIFICATIONS
Education
• Completion of secondary school education. A post-secondary certificate in Economics, Agriculture, Civil Engineering, Public Health, Social Sciences, Business Administration, Development/Humanitarian studies and related functional area is desirable.
Work Experience
• Minimum five years of work experience in Programme, Monitoring & Evaluation and management.
Key competencies
• Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple stakeholders.
• Builds and maintains effective relationships, with his/her team, colleagues, members and external partners and supporters.
• Ability to consolidate data and prepare clear and concise narrative reports in English.
Language
• Fluency in both oral and written communication in English. Ability to speak fluently in Pashto and Dari.

WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
