ORGANIZATIONAL CONTEXT

The hunger crisis in Afghanistan is unfolding at a rapidly, with over half the country’s population of 40 million now facing acute food insecurity—the highest number the humanitarian community has ever seen in Afghanistan. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods.

Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.

The WFP Afghanistan Country Office has established the Gender unit, within the Programme unit, which focuses on ensuring that food assistance is inclusive and adaptive to the needs and capacities of affected populations of all genders. The Gender unit works with all Programme units to ensure WFP programming is implemented through a gender lens, including with the Protection sub-unit in Programme to ensure a ‘do no harm’ and conflict-sensitive approach. The Gender unit also leads on Protection Against Sexual Exploitation and Abuse (PSEA) capacity strengthening, risk mitigation and response for the country office and all area offices.

JOB PURPOSE

The Program Associate (Gender) will be providing support in capacity building of the WFP staff and Cooperation Partners on PSEA, monitoring the SEA cases and other day to day activities of the Gender Unit.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Develop and implement gender trainings and capacity assessments for staff and Cooperating Partners, including on Protection from Sexual Exploitation and Abuse (PSEA).
2. Receive and monitor complaints of SEA, and assist with follow up as required, and assure confidentiality and data privacy in line with WFP and interagency standards.
3. Work with Protection colleagues to ensure that gender issues, including cases of SEA and GBV, are effectively captured and recorded through WFP's Compliant Feedback Mechanism (CFM).
4. Assist with implementation of gender-inclusive staffing policies, in order to promote gender mainstreaming within Programme and contribute to an inclusive working environment.
5. Aid in data collection, compiling lessons learnt and support knowledge sharing on gender.
6. Track progress toward the Gender unit strategic goals and share this information on a regular basis with supervisor.
7. Provide ongoing technical support and assist the Gender unit in the development and implementation of various activities and processes within the specific area of work.

STANDARD MINIMUM QUALIFICATIONS

Education:

  • University Degree in one of the following disciplines: Business Administration, Social Sciences, International Development, Gender Studies, Political Science, Law or related field.

Experience:

  • At least 6 years professional work experience in relevant field.

Knowledge and Skills

  • In-depth knowledge of gender-transformative approaches to humanitarian assistance; understanding of PSEA and other forms of gender-based violence in emergency and other humanitarian settings; understanding of gender components of access relations; and other humanitarian policy issues and its linkages within humanitarian assistance.
  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.
  • Flexibility in accepting work assignments with deadlines.
  • Innovative and self-driven with strong commitment to results focused work.

Languages:

  • Fluency in both oral and written communication in English, Pashto and/or Dari. Fluency in both Dari and Pashto is a strong advantage.
