RTI International is seeking a qualified Private Sector Engagement (PSE) Specialist for the anticipated USAID-Jordan’s Early Grade Education Activity. The goal of the five-year Early Grade Education activity (the “Activity”) is to advance national efforts to strengthen the caliber of pre- and in-service teacher education and improve Kindergarten through Grade Three foundational and socio-emotional skills across the Kingdom of Jordan. The position will be based in Amman with the need to travel nationally throughout the year. The position will report to the Chief of Party.

Private-sector engagement in the education sector in Jordan, particularly with respect to teaching and learning materials and education technology, will advance efforts to build self-reliance and sustainability through local engagement. The Activity will look to identify innovative or new market-based solutions and support market systems across the education sector.

Responsibilities

  • Provide overall vision and leadership on PSE component of the project that aligns with USAID’s PSE Policy
  • Responsible for designing and implementing the project’s private sector engagement strategy
  • Develop engagement plans for private sector partners, along project activity streams, leading in the coordination and collaboration with stakeholders, including the Ministry of Education
  • Lead identification and prioritization of collaborations with the private sector for education services, including ways to support pilots that can be scaled
  • Ensure synergy between PSE component activities and alignment with other project components
  • Design and oversee the project’s approach to relationship management with private sector partners
  • Foster and maintain effective, professional relations with government counterparts, local organizations, international donors and other stakeholders for successful implementation of project PSE strategy
  • In coordination with the Chief of Party, liaise with USAID and RTI home office on technical and financial implementation of and reporting on PSE programming.
  • Manage any subcontracts and grants with local partners that include activities under the project’s PSE strategy, ensuring the quality and timeliness of deliverables.
  • Oversee performance monitoring and evaluation to ensure all PSE project targets are met or exceeded – making recommendations for improvement in program implementation.
  • Facilitate periodic pause and reflect sessions on effectiveness of the project’s PSE efforts and support any adaptations to the strategy.
  • Supervise/manage project staff and partner staff, focused on PSE.

Qualifications

  • Master’s degree in business administration, management, international business, entrepreneurship, finance, education, or related field. Ten (10) years of experience in a related technical area will be considered with a bachelor’s degree.
  • Eight (8) years of progressively responsible experience and expertise in the implementation of large and complex projects relating to private sector engagement in education.
  • Five (5) years proven leadership of similar sized international donor programs with strong skills in strategic planning, management, supervision, and budgeting.
  • Substantive experience working with counterparts at various levels of government, private sector leaders, and other stakeholders in education.
  • Experience working with a broad range of private sector actors in Jordan, with demonstrated understanding of trade associations, chambers of commerce, private businesses (micro, small, medium, and large), and growth objectives that can create shared value and contribute to improved education delivery.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Demonstrated skills and proven ability to develop, articulate and implement a strategic vision for PSE as a vital component of project implementation.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Proven ability to manage projects with satellite or remote offices and team members.
  • Excellent communication and interpersonal skills.
  • Ability to travel.
  • Proficiency in English is required.
