Consultant to Develop a Learning and Development Strategy for UNICEF-Jordan (2023-2027), Amman, Jordan Country Office (2.5 Months) (Home-Based)

Under overall guidance from the Human Resources Section and L&D Committee, the consultant will create UNICEF-Jordan Learning and Development Strategic Plan 2023-2027. Also, designing and implementing
learning and development strategies.
How can you make a difference?
The consultant will make a difference by developing a Learning and Development strategy for 2023-2027 to address identified skills and competency gaps.
The strategy links to:
• The achievement of the goals set out in the UNICEF Strategic Plan 2023-2027 is in line with the objectives contained in the CPMP 2023-2027.
• The best practice, maximization of in-house learning capabilities, innovative and cost-effective approaches to staff learning and development, and contributions to continuous improvement in staff performance; and
• Providing an overview and laying down the foundation of a learning culture oriented to organizational results, the acquisition of new knowledge and skills, and supporting the career aspirations of staff.
SCOPE OF WORK & DELIVERABLES:
1. Review relevant and key documents of UNICEF;
2. Analyze the findings of UNICEF strategic documents, and conduct online discussions/survey
3. Develop a draft learning and development strategy and implementation plan for presentation to the Learning and Development Committee (LDC).
4. Upon review and endorsement of the learning and development strategy by the LDC, prepare the final plan for implementation. It should clearly outline a strategy to evaluate the impact of group learning, peer-to-peer and classroom modules, etc.
To qualify as an advocate for every child you will have…
- Education: individual specialist with an advanced University degree in the social/behavioral sciences e.g. Organizational Psychology, Organizational Development, Human Resources Management/Development, Business Administration, or related field.
- Experience:
- Substantive experience (at least 5 years) in designing and implementing learning and development strategies. The consultant should be able to share examples of previously developed strategies;
- Well-developed and demonstrated experience in organizational development, performance management, and development;
- Good knowledge of different training methods, teamwork, communication, and people skills;
- Demonstrated appreciation of the multicultural nature of the organization and the diversity of its staff
- Flexible nature and ability to adapt to changing directions/thinking
- Recommendation from at least three reputable organizations where a similar activity has been conducted in the last 5 years is necessary.

2.5 months (30 days)
Insurance:
UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the consultant’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.
Applications submitted without a financial proposal will not be considered, the financial offer should be a lump sum for the whole assignment + Travel.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
