JOB PURPOSE
1.This position is in the Country Office of Haiti. The incumbent will work with the support and guidance of the Area Coordinator and the Deputy Director of the Country Office, receiving regular advice and guidance on the work performed. The incumbent of this position will be involved in program activities or activities of a similar nature and in analytical work of limited complexity.
2.The Head of suboffice will provide support to policy and program activities that effectively address food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
1.Manage the activities of the WFP sub-office for the implementation and monitoring of activities, reports and information required by the Country Office
2.Oversee day-to-day logistics operations to ensure timely and cost-effective delivery of commodities, including transportation management, procurement, and inventory of goods.
3.Plan and undertake field visits to verify the quality of distributions and activities of WFP partners.
4.Revise and consolidate monthly distribution plans and ensure the management of food delivery authorizations.
5.Ensure that accurate and complete accounting, reporting and internal control systems operate and that all relevant records are maintained.
6.Ensure a regular link with the Management, the Program and Supply Chain units of the Country Office, as well as with the technical sections.
7.Organize and participate in planning, contingency and needs assessment activities in response to emergencies.
8.Ensure the maintenance of databases and information products closely linked to programming needs, particularly in terms of monitoring and evaluation of WFP activities and changes in the food security of target populations.
9.Supervise and control the monthly distribution of food to beneficiaries.
10.Ensure full compliance with food management guidelines, real-time performance and integrity of product accounting and transportation information.
11.Collect data and contribute to the preparation of accurate and timely reports, performance evaluation of service providers and key performance indicators (KPIs) that enable informed decision-making.
12.Oversee logistics assistance operations and ensure rapid delivery of food to implementing partners to facilitate distribution to beneficiaries.
13.Oversee reporting and compilation of information on Programme and logistics activities.
14.Compile data for assistance provided by WFP, and update on resources available, planned or expected.
15.Supervise the monitoring of nutritional activities and the general situation of vulnerable groups with particular attention to the situation of women and children.
16.Ensure coordination and maintain regular contact with departmental and local authorities during the planning and implementation of WFP programs.
17.Maintain relationships with all humanitarian and resilience actors, ensuring good coordination and partnership building in line with WFP's mandate.
18.Coordinate and review the preparation of activity, distribution, and technical reports for submission to the Country Office as well as any other information required during program implementation.
19.Undertake emergency logistics preparedness actions to ensure that WFP can respond quickly and deploy the necessary food and resources to affected areas in the event of an emergency.
20.Coordinate and supervise the exchange of operational information with the other units of the Sub-office
OTHER SPECIFIC JOB REQUIREMENTS
21.Coordinate and participate in the preparation, implementation, and analysis of emergency assessments.
22.Prepare staff work plan and provide supervision of individual activities of all sub-office staff.
23.Ensure budgetary and financial monitoring of Program and Logistics activities with partners and in cooperation with the Finance unit.
24.Ensure the most efficient use of resources allocated to the sub-office.
25.Manage and supervise all sub-office staff in accordance with the approved organizational chart and provide them with technical training and guidance.
26.Lead, motivate and develop a team of staff to enable high performance.
27.Take responsibility for integrating gender perspectives in all areas of work, to ensure equal participation of women and men.
28.Perform any other task requested by the supervisor(s)
STANDARD MINIMUM QUALIFICATIONS
Education :
Advanced university degree in economics, international development, social sciences, or other related field, or first university degree with additional years of work experience and/or related training/courses.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
EXPERIENCE
Has experience in field operations, preferably in a difficult duty station or emergency.
Has field experience through field rotations or working in a sub-office, and through field assignments.
Experience gained in the analysis of political situations, the accurate assessment of risks and managers and leaders in decision-making that is sensitive to them.
Greater visibility in the areas of a function (i.e., Policy, program, etc.)
Has experience in managing medium-sized financial budgets, effectively balancing multiple priorities.
Has experience leading a medium to large team to ensure the effective achievement of objectives.
Participated in a supplier/government/partner negotiation in support of a general function or country office requirements.
Participated in a moderately complex emergency operation/development program.
KNOWLEDGE & SKILLS
Quick understanding of business and operational needs; excellent communication skills; analytical and problem-solving skills; team builder; proactive nature.
LANGUAGES: Fluency (level C) in English & French language is required
