DIVISION PURPOSE:

The overall objective of this project is to increase access to good management of municipal solid waste, recyclable materials and organic waste in Za’atari Refugee Camp and neighbouring host communities through a cash for work modality intended to create a large number of livelihood opportunities for refugees and vulnerable Jordanians.

This will be carried out using the cash for work mechanism, to reduce the impact of the Syrian crisis on vulnerable households in Za’atari refugee camp and four municipalities in Mafraq Governate. The project is supported by a national advocacy and influencing campaign, targeting key decision makers, influencers, and the general public to improve solid waste management in Jordan.

The project is based on Oxfam’s experience in Solid Waste Management (SWM) in Jordan, working with GIZ to improve solid waste management in Jordan. It includes a strong component of community engagement and behaviour change, to bring a sustainable approach to recycling and solid waste management in the targeted communities.

TEAM PURPOSE:

To build strong community awareness, active participation and ownership around solid waste management and recycling activities and reduce public health risks and environmental impact, contributing to a life with dignity for vulnerable people in Za’atari Refugee Camp and neighbouring host communities.

JOB PURPOSE:

The Community Engagement Officer will support the Community Engagement Senior officer in the implementation of community engagement activities, leading the team in developing and facilitating relationships between OXFAM and the community in the targeted municipalities and ensuring community have opportunity to input, participate and provide feedback on implemented activities. The Community Engagement Officer is responsible for ensuring that planned activities are implemented in high quality and timely manner.

Support in the implementation of OXFAM community engagement activities and services, including identifying, and nurturing opportunities for affecting positive change at the neighbourhood level and enhance the community participation and involvement in the implement SWM and Recycling activities, through efforts that are aligned with strategic plan, and working closely with other OXFAM and CBO staff and paid volunteers to ensure integration and coordination of activities.

DIMENSIONS OF THE ROLE

  • Work pattern is often routine.
  • Required to make sound judgements regularly within agreed processes using technical knowledge, a good understanding of the team and the facilities of the team.
  • Analysis and internal communication of the locally relevant context to inform appropriate planning
  • Supervises the work of Oxfam staff, community paid and unpaid volunteers.
  • Ensures the effective planning and delivery of projects and / or defined areas of programme, including working with partners
  • Problem solving activities related to a defined area, such as a limited geographical area or limited programme sectional area using professional or technical knowledge

KEY RESPONSIBILITIES

  • Situational Assessment and Planning
  • Make local/district level stakeholders’ analysis: community leaders, religious leaders, teachers, women group leaders, youth leaders, health workers, community volunteers and other NGO workers
  • Develop map and profile of the districts
  • Establish trusting relationship with local community members and district level stakeholders
  • Assess the capacity gaps of community volunteers and local stakeholders
  • Social and behaviour change communication material development
  • Identify key behaviours for promotion and intervention
  • Support in design community engagement methods and communication materials targeting different audiences
  • Lead/support pretesting and piloting of communication materials
  • Identify local channel of communication with community members
  • Implementation and coordination with stakeholders
  • Lead the activities of community engagement assistants in the assigned area
  • Develop monthly community engagement plans
  • Engage and mobilize communities to participate actively in the project activities
  • Supervise and conduct participatory learning and action activities with communities
  • Identify and support youth and women to become leaders in their community.
  • Identify gaps in implementation of activities
  • Participate in the recruitment and induction of new Community Engagement Assistants), and take responsibility for tracking leave, sick days and TOIL (Time off in Lieu) according to Oxfam staff handbook for team members, ensuring all paperwork is completed.
  • Ensure all paperwork related to payment of Cash for Work staff is completed in a timely manner by CM Assistants.
  • Where required, attend camp level coordination meetings on behalf of the Community Engagement Senior Officer.
  • Liaise with procurement to ensure activities have the required resources in good time.

  • Identify capacity gaps of community engagement assistants and community volunteers
  • Develop capacity building plan with support of supervisor
  • Facilitate trainings for community engagement assistants and community volunteers
  • Couch and mentor’s community engagement assistants and community volunteers
  • Report, Monitoring and evaluation
  • Collect data from community engagement assistant and community volunteers
  • Prepare weekly and month reports for area of responsibility
  • Organize and participate in local review meetings
  • Identify and Prepare success stories
  • Ensure that activities are reported and compiled using existing tools.
  • Monitor and solve complaints received from the MEAL team and ensure these are managed within timely manner.
  • Take forward any escalated or outstanding complaints from Community Engagement Assistants, including following up on any Community Engagement aspects of Oxfam’s feedback tracking system.
  • Complete and keep records of the necessary paperwork or electronic work.

In addition, an ideal candidate will also have:

  • Graduate from a recognized university
  • At least 2 years’ experience of relevant experience in Community Engagement, Community Mobilization or Outreach fields.
  • Good knowledge of Community based approach and experience or knowledge in planning an implementation of social and behaviour change activities
  • Able to collect, enter and analyses data against project indicators.
  • Experience in conducting qualitative and quantitative assessments.
  • Experience of working in a multicultural team.
  • Good coordination skills; and strong commitment to gender equality and social justice.
  • Excellent communication and interpersonal skills.
  • Proven knowledge of computerized systems; good and experience of computer literacy and word processing
  • Ability to design, facilitate and monitor trainings
  • Potential and flexibility of attitude to learn
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for situations.
  • Diplomacy, tact and administrative skills to work with people at managerial and, on occasions possibly senior government levels.
  • The post holder should be at ease in working with local communities and Syrian refugees.
  • Sympathy with the aims and objectives of Oxfam.

Desirable

  • Preferable not limited to familiar with Mafraq governate context.
  • Experience or having knowledge in Changing Behaviour approaches/activities.
  • Excellent Reporting skills in Arabic and English.
  • Ability to design, facilitate and monitor trainings.
  • Experience in budget developing and forecasting.
