BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Resilience features prominently as a key focus area of WFP’s Changing Lives agenda. Resilience evidence generation supports strategic decision making, improved programming and resilience outcomes, learning, advocacy, and accountability. Resilience monitoring and measurement (RMM) is key to generating evidence on WFP’s contributions to this agenda.

The Resilience Building Blocks Initiative (ResBB) was formed in March 2020 to respond to the findings and recommendations of the 2019 Strategic Evaluation of WFP’s Support for Enhanced Resilience, including on the gaps in resilience measurement and evidence generation. Its objectives are to:

1. Develop an internal common vision of WFP’s contribution to enhance resilience capacities;

2. Develop a consistent approach to designing integrated resilience programmes and monitoring its contribution to building resilience capacities of individuals, households, communities, governments and systems in second generation country strategic plans (2G CSPs) and beyond; and

3. Scale up the resilience approach at regional and country levels.

Led by the Asset Creation, Livelihoods and Resilience Unit (PROR-L) and the Field Monitoring Unit (RAM-M), ResBB is a multi-stakeholder initiative of headquarters (HQ) thematic areas, HQ technical teams, regional bureaux (RBx), country offices (COs) and international experts. In July 2021, Res-BB launched the testing or beta version of the Resilience Toolkit, and began field testing its new approach to RMM, comprising six steps:

1. Describe the resilience context.

2. Develop a resilience theory of change (ToC) to reflect the programme design

3. Develop questions for resilience monitoring and measurement

4. Select indicators and tools that correspond with questions

5. Design and carry out data analysis for resilience

6. Generate evidence-based insights and actions

By the end of 2022, the Resilience Toolkit and its RMM approach has been tested or applied in 10 contexts. In 2023 and 2024, WFP will roll out the RMM approach corporately, including supporting the adoption in new country offices.

The Resilience Measurement Specialist sits within the HQ ResBB team, comprising PROR-L and RAM-M colleagues. A key part of the Resilience Measurement Specialist's role is to drive the roll-out the RMM approach, with the ultimate aim of generating evidence to improve resilience programming. The Resilience Measurement Specialist is a monitoring expert, technical advisor and a capacity builder. This role reports to the Senior Resilience Specialist, PROR-L.

ACCOUNTABILITIES/RESPONSIBILITIES:

  1. Develop the capacity of HQ, RB and CO colleagues to generate evidence for resilience programmes through using the six-step RMM approach. This includes designing and delivering in-person or virtual training workshops, providing follow-up coaching, and ad hoc troubleshooting.
  2. Work with RB and CO colleagues to develop and implement RMM plans.
  3. Lead on complex data analysis (quantitative, qualitative and/or mixed methods) and supporting visualisations. Examples may include analysing for causal attribution using ToCs and other methods; aggregating data across groups; and analysing across comparison groups (e.g. with VAM population data).
  4. Work with Monitoring and Programming colleagues to generate high-quality evidence products (e.g. briefs, reports or peer-reviewed articles) that inform programming with evidence-based insights and actionable recommendations.
  5. Enhance WFP's RMM guidance by improving – or filling gaps in – existing guidance, resources and tools. Examples might include developing new guidance on certain methods of data analysis, developing new data collection tools, or new indicator sheets.
  6. With the HQ ResBB team, support a global network of Monitoring and Programming professionals interested in resilience evidence. This may be through global or regional webinars or cross-learning sessions, peer exchanges, peer reviews, etc.
  7. Incorporate gender and social inclusion perspectives in all areas of work. This includes giving deliberate consideration to ensuring that experiences of women, youth, elderly, and a range of groups are represented in RMM and evidence.
  8. Other accountabilities as agreed with the Senior Resilience Specialist.

DELIVERABLES:

Over a duration of 6 months, the Resilience Measurement Specialist is expected to deliver the following outputs:

1. A minimum of two COs have been supported to develop and implement their RMM plans.

2. A minimum of two evidence products are developed.

3. A minimum of two webinars or cross-learning sessions are held.

4. A two-page summary of lessons learned and next steps.

5. Through all work, there is strong evidence that gender and social inclusion perspectives have been considered.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

A university degree in a field relevant to measurement (statistics, research, evaluation, econometrics), resilience or food security.

Experience:

At least six (6) years of international experience in field monitoring, evaluation and/or vulnerability analysis and mapping (VAM).

Knowledge and Skills:

Relevant skills and experience in the field monitoring processes, including selecting indicators, training enumerators, sampling, data collection, data analysis, data visualisation and reporting.

Advanced skills and experience in quantitative and/or qualitative data analysis and data visualisation and related software. E.g. SPSS, R, STATA, Atlas.ti, Nvivo or MAXQDA. Skills and experience in using ToCs. Ability to develop ToCs is highly desireable.

A deep understanding of resilience measurement principles and approaches.

An understanding of WFP's resilience policy and resilience programmes.

Advanced skills in training, capacity building, coaching and troubleshooting.

Advanced skills and experience in generating evidence-based insights and supporting programme learning.

Advanced skills and experience in developing and/or improving monitoring guidance, resources and tools.

Skills and experience in supporting global networks, communities of practice or working groups through cross-learning, peer exchanges and peer reviews.

Ability to form strong working relationships and a collaborative work culture while working remotely with colleagues.

Strong writing and communication skills.

Ability to work effectively both in-person and remotely. Ability to working on online collaborative work spaces, e.g. Microsoft Teams, Sharepoint, etc.

Languages:

Fluency (level C) in English. Working knowledge of Spanish or French is desirable.
