BACKGROUND

The Jordan Economic Reform Activity (ERA) Task Order 1 is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.

POSITION DESCRIPTION 

Chemonics seeks a Procurement Manager for the Jordan ERA project. The Procurement Manager will lead the operational and technical procurement processes for the ERA TO1 activity under the oversight of the Deputy Chief of Party-Operations. S/he will lead the solicitation, selection, and negotiation process with all vendors and will ensure that all procurements comply with USAID rules and regulations, Chemonics policies and procedures, and local or U.S. government laws. S/he will assist with developing criteria for the procurement of goods and services throughout the life of the project.

DETAILED RESPONSIBILITIES 

  • Prepare RFPs, RFQs, vendor selection, tenders, purchase orders, and negotiation of awards for services and commodities, as well as maintaining the project’s inventory and inventory disposition procedures.
  • Respond in a timely manner to procurement requests from program staff. 
  • Prepare solicitations and requests for proposals/quotations to obtain bids or work directly with local vendors to obtain quotations and initiate procurements.
  • Negotiate and prepare contracts and purchase orders.
  • Ensure that procurement activities are carried out in accordance with contractual requirements, including contract-related regulatory requirements (e.g., ADS) and procurement regulatory requirements (e.g., FAR and AIDAR).
  • Coordinate bid evaluation and prepare summary reports for review and approval.  
  • Track Procurement Action Requests (PAR) and Purchase Orders (PO) at all stages, and updates ERA’s procurement trackers regularly.
  • Monitor contracts and purchase orders issued to vendors and follow-up as necessary to ensure compliance with terms and conditions. Provide regular status reports to the Deputy Chief of Party-Operations.
  • Contribute to the preparation of requests for approvals and/or waivers.
  • Maintain the overall integrity of the procurement filing system by ensuring that appropriate documentation is included in each procurement file.
  • Maintain the project’s inventory and tracking system, including regular updates to the vendor database with the objective of promoting a more transparent and competitive procurement process.
  • Assist in developing and maintaining procurement-related documentation. 
  • Provide procurement status reports and inventory summaries as requested. 
  • Assist the project to provide training to project staff on procurement policies and procedures.
  • Monitor and track incoming shipments and collect incoming shipment documentation from vendors and donors.
  • Supervises the Procurement Assistants.

MINIMUM QUALIFICATIONS 

  • Bachelor’s degree or equivalent experience in business, management, or other relevant fields.
  • Minimum of six (6) years of demonstrated experience in negotiating, managing, and closing local procurements.
  • Experience evaluating proposals, awarding, and managing procurements for USAID projects.
  • Strong interpersonal skills and ability to work with culturally diverse staff. 
  • Knowledge of Jordan operating environment strongly preferred.
  • Willingness to learn new systems/software and adapt to changes.
  • Fluency in Arabic and English are required. 

LOCATION OF ASSIGNMENT 

The Procurement Manager will be based at the project’s office in Amman, Jordan.
