Scope of Work

Job Title: Accountant

Duration: Long-Term

Reporting to: Accounting Manager, or his/her designee.

BACKGROUND

The Jordan Economic Reform Activity (ERA) Task Order 1 is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities.

POSITION DESCRIPTION 

Chemonics seeks an Accountant for the Jordan ERA project. The Accountant is responsible for assisting the Accounting Manager in planning, managing and implementing all aspects of the project accounting system and for maintaining an accounting database. In addition, s/he will also be responsible for collecting and recording all information that will facilitate information exchange and dissemination to the Chemonics’ home office.

DETAILED RESPONSIBILITIES 

  • Create, maintain and effectively manage the Jordan ERA TO1 finance systems, including trackers, procedures and forms, etc., and conduct regular reviews of finance processes to identify opportunities for improvements
  • Ensure ERA TO1 financial procedures are in compliance with the most recent USAID financial regulations and procedures
  • Handle all project invoices and work closely with the procurement and operations teams to process invoices and backup documentation
  • Enter and process payments into the project banking system
  • Maintain and scan proper financial files, physically and electronically.
  • Work closely with the Operations, Procurement and HR staff to ensure that internal policies are followed as it relates to procurement processes.
  • Maintain a proper accounting department, checking the project’s internal control system to ensure that the policies and procedures are being adhered to, including:
    • Prepare checks, receipts, and journals.
    • Review all accounting records for accuracy and legitimacy
    • Verify all payments before approval by the Procurement Manager and/or the Finance and Operations Manager
    • Enter data of all approved vouchers into Chemonics Field Office accounting system
  • Review cash balances daily, and prepare wire transfer requests
  • Prepare and administer payroll for local staff; Ensure that payroll forms are accurate and fully completed on monthly basis
  • Prepare and review social security enrollments, calculations, and reporting
  • Support in reviewing income tax calculations and reporting
  • Prepare cash and bank reconciliations at the end of each month to close the month’s books, and submit to the home office
  • Maintain ABACUS and prepare monthly project locals according to project guidelines
  • Support the petty cash management and tracking, including verification and review of petty cash payments for accuracy, legitimacy, and reconciliation of remaining cash with the Finance and Operations Director whenever replenishment is required
  • Process payment for local consultants, vendors, grantees, and subcontractors in accordance with USAID/Chemonics accounting procedures and contract policies
  • Track sub ledger balances, including receivable accounts for individual staff ensuring that outstanding travel advances are settled before issuing new advances
  • Maintain communication and coordination with home office accounting unit as needed
  • Assist Accounting Manager in ensuring all Jordan-specific accounting and tax requirements are met
  • Other duties as assigned

MINIMUM QUALIFICATIONS 

  • Bachelor’s degree required; advanced degree preferred
  • Minimum of four (4) years of accounting/financial management experience
  • Strong interpersonal skills and ability to work with culturally diverse staff
  • Demonstrated understanding of USAID and Jordanian accounting rules and requirements
  • Knowledge of Jordan operating environment strongly preferred, including registration, taxes, and labor law
  • Fluency in Arabic and English is required

LOCATION OF ASSIGNMENT 

The Accountant will be based at the project’s office in Amman, Jordan.
