ORGANIZATIONAL CONTEXT
These roles are likely found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs). Job holders are likely to report to the relevant Director or more senior programme post.
Job holders are likely to manage a moderate portfolio of activities that may include contribution to and/or direct management of programmes in COs of moderate complexity, or contribution to policy formulation and provision of technical advice at RB or HQ level for a defined area of expertise. Job holders operate with considerable independence in their specialities and may manage a substantial team of junior professional and support staff
JOB PURPOSE
WFP approaches the challenge of climate change from the point of view of its impact on food security, hunger and under nutrition. About 40 percent of WFP’s operations already include activities to reduce disaster risk, build resilience and help people adapt to climate change. WFP developed various tools and approaches to support countries and communities to manage climate related risks and shocks and build resilience.
The Regional Bureau of Johannesburg is the first line of support and guidance to county offices in the region on a range of activities. This includes oversight of 5 climate finance projects worth USD 50 million in total, a grant from the Swiss Development Cooperation Agency worth USD 8 million, and a NORAD grant to support Forecast-based Financing projects. The temporary deployment is also requested to support the immediate activities and obligations of the Climate Resilience team in the RBJ Programme Unit.
KEY ACCOUNTABILITIES (not all-inclusive)
The Programme Policy Officer will play a key role in supporting country offices in the region on climate resilience for food and nutrition security. S/he will provide strategic, design and implementation support of WFP’s food security-related climate change and climate risk management project portfolios. S/he will work in close coordination within the Regional Bureau and Country Office relevant teams, the PRO-C team and other HQ teams as well as external partners working on climate change and relevant resilience programming in the region. Specific tasks will include:
Project Management and Coordination:
• Manage the climate change projects supported by RBJ, including implementing planned activities, monitoring implementation progress, managing the project risks, capturing lessons learned;
Develop the annual work plan in coordination with the relevant colleagues in line with programme key prioritises;
• Supervise, guide, and coordinate the work of all project staff, consultants, and project cooperating partners to ensure that all stakeholders are delivering expected outputs;
• Review project proposals received and provide technical and feasibility inputs;
• Draft concept notes and project documents for Programmes/Projects and liaise with donors to mobilize project resources with the support of the Country Office.
• Engage with COs in pursuing climate financing in the region (bilateral or multilateral donors)
• Oversee the portfolio progress and expansion under the climate risk insurance and anticipatory action in the region and support the two technical focal points in the team as needed in liaison with HQ.
SDC, GCF and Adaptation Fund Oversight:
• Oversee implementation of the SDC R4 grant in Zambia, Zimbabwe and Malawi.
• Organise and participate in the SDC learning event to take place beginning of November 2022
• Support country offices in integrating climate risk management in 2G CSPs as needed.
• Coordinate with other UN agencies and partners and supervise the work of the International Consultant developing the GCF regional Concept Note on Anticipatory Action.
• Support the 5 COs implementing Green Climate Fund and Adaptation Fund projects as needed with missions and regular communication.
Capacity Building:
• Developing a framework for capacity building of regional resilience and climate technical staff in country offices; and
• Support the Programme unit in providing technical input to working documents, studies, and technical reports as required in the framework of project activities on the topics of climate resilience, environmental management and food security.
Reporting, Monitoring and Evaluation:
• Support the VAM and M&E team in preparing progress reports in compliance with the WFP and donor reporting guidelines, including (but not limited to) periodic status/progress reports, annual project performance reports including monitoring of project: Milestones, Financial data, Procurement data, Risk’s assessment, Lessons learned and Project Results;
• Lead on documenting the lessons learned from the project and providing recommendations for replication and up-scaling.
Coordination with Partners:
• Identify and strengthen partnerships, programme opportunities, resource mobilization, and extension of operational/organizational support to all WFP projects related to climate change and resilience;
• Represent RBJ at relevant international, regional, and national workshops and conferences as and when required.
Management:
This position entails supervising a small team of 2-3 national and international consultants.

STANDARD MINIMUM QUALIFICATIONS
Education: |
Master’s degree in one or more of the following disciplines: Economics, environmental studies, agriculture and food security, development studies or related area with special focus on climate change. |
Experience: |
Minimum of 6 years post graduate, progressively responsible, job related experience in climate risk management, trust fund management or related area. |
Language: |
Working knowledge of English (proficiency/level C) and intermediate knowledge (intermediate/level B) of French or Portuguese. |
