BACKGROUND
The Water Governance Activity (WGA) program is a multi-year project funded by USAID, which aims to support the Government of Jordan (GoJ) to achieve measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen the GoJ’s reform, policy development and implementation, and capacity-building efforts. WGA will support the following objectives: support the GoJ to define and resolve water sector strategy and policy issues; improve water entities’ performance by reducing network losses, increasing conveyance efficiencies, and improving utility cost recovery; and specific, cross-cutting objectives related to support to gender, youth, persons with disabilities (PWD), and private sector engagement.
JOB SUMMARY:
HRD and Training Manager will provide expert technical support for water entities in the areas of human resources management and development, training, organizational development, and sustainability. S/he will, under the direction of the Institutional Development Team Leader, focus primarily on utility company HRD, training, and Continuous Professional Development (CPD) development and implementation. S/he will lead work to integrate the training and certification programs into the water entities’ institutional and capacity development plans. S/he provides crosscutting support to institutional development Component tasks as needed.
DUTIES AND RESPONSIBILITIES:
The responsibilities for this position include but are not limited to:
- Lead creation and implementation of a Continuous Professional Development (CPD) framework for the water utilities. Facilitate development of core competencies for key skill categories in the water utilities.
- Provide expert technical assistance and introduce best practices to the water sector and utilities on recruitment, HR career path and organizational development. Applicant should have expert knowledge of Jordan Labor Law. GOJ Civil Service regulation knowledge is preferred.
- Have experience using HR data systems and report use for improved staff management.
- Support planning, implementation, and reporting of the training and certification plans for water sector counterparts, to ensure that topics align with utility needs.
- Support the WGA team to plan and conduct the on-the-job training and coaching.
- Support the Institutional Development Team Leader and the MELA manager to work with relevant WGA technical staff to design and implement a range of learning approaches that facilitate skill development.
- Performs other tasks as appropriate and as determined by the Institutional Development Team Leader.
KNOWLEDGE, SKILLS, AND ABILITIES
- Excellent knowledge of Jordan Labor Law required and knowledge of GOJ Civil Service requirements preferred.
- Proven experience and knowledge in job competencies development, training management, training needs assessment, training impact assessment, HR systems. Preferably, continuous professional development (CPD) pathways knowledge and experience.
- Demonstrated ability to coordinate closely with government staff, manage their expectations, and build their capacity.
- Demonstrated ability to work with diverse teams, under pressure and in a multidisciplinary setting.
- Excellent speaking, reading, and writing ability in English is required. Fluency in Arabic is required.
- Strong written and oral presentation skills.
EDUCATION AND/OR EXPERIENCE
- Bachelor’s degree in human resources management, business administration, public administration, engineering. Relevant advanced degree or/ and PHR/ SPHR are preferred.
- At least 8 years of experience in HR management and development and training activities including 5 years of similar experience in utilities (water, telecoms, electricity, etc.) or/ and Jordan large private companies. Preferably, 2 years of experience at a supervisory level.
