Governance, Gender, and Institutional Development Advisor Consultant, Jordan

Position Description

The Makanati | USAID Women Economic Empowerment and leadership Activity will use a Champions of Change approach to work with private sector firms, the government, community- based organizations (CBOs), and other high-level stakeholders to create an enabling environment for women to undertake waged employment in the private sector in Jordan. To that end, Makanati will work with partners and stakeholders to encourage women to consider career choices in high-growth, priority sectors and promote the recruitment, retention, and advancement of women in Jordan’s labor force. Using a targeted sector and regional focus, Makanati will seek to increase women’s access to the job market and demand-driven job skills and leadership training that responds to market needs. Makanati will also identify and address policy gaps, workplace inequalities and prohibitive social norms and traditions to support an equitable and inclusive workforce enabling environment.

Makanati’s goal is to establish pathways through which social change and economic opportunities lead to a systemic shift from women’s exclusion to inclusion in market systems and increase women’s economic participation in the private sector. This holistic approach will bridge the gap between women’s and men’s inclusion in the workforce and, overall, will contribute to inclusive economic growth in Jordan.

Makanati is implemented by EnCompass LLC in partnership with Nathan Associates, Integrated International and JoWomenomics.

The objective of this consultancy is to work with Makanati team as a technical resource to the government component to assess and recommend a strategy for the institutionalization of gender mainstreaming in governance processes and staffing within the government entities targeted by Makanati.

All responsibilities and activities for this consultancy will be guided by Senior Government and Policy Lead.

This position is a short-term consultancy based in Amman, Jordan.

Expected level of effort: up to 60 days

Period of performance: January 20th – December 10th, 2023 Start date: on/around January 20th ,2023

Position Duties and Responsibilities

Governance, Gender Mainstreaming, and Institutional Development essential functions:

  • Support Makanati government partners to conduct needs assessment on gaps and opportunities related to access to equal opportunities functions within their entities.
  • Co-design with the targeted entities a realistic gender mainstreaming strategy and action plan that will lead to equal opportunities based on needs assessment findings
  • Develop a capacity building plan for the targeted entities with the required resources at different levels.
  • Facilitate the use of equal opportunities and women’s empowerment data to promote evidence- based learning, reflection and decision making within the targeted entities.
  • Identify successful practices within the targeted entities that can be a good case and propose ways and means on information dissemination and knowledge sharing.
  • Institutionalize gender-mainstreamed governance model as part of the government entities’ mandate, structure, and processes
  • Support in any other tasks assigned by the Senior Government and Policy Lead and Chief of Party.

Qualifications

Academic Qualifications

    • BA or MA/MSc or equivalent in International Development or a related field with coursework in Governance, Gender and Institutional Development context is preferred.

Experience and Skills

  • A minimum of 10 years of experience working with international development organizations or related social development areas, governance, gender, institutional development, workforce development with emphasis on diversity and inclusion.
  • Strong experience in institutional governance and gender mainstreaming approaches.
  • Technical expertise in the key gender-related gaps, impediments, and opportunities for women’s waged employment in the private sector and leadership in both the private and public sectors, focusing on the market-related and socio-cultural norms that impede women’s labor force participation and advancement.
  • Proven ability to think strategically, advocate, and provide recommendations on governance, gender mainstreaming and institutional development.
  • Strong work ethic and the ability to work well independently and as part of a team.
  • Proven/demonstrated experience conducting institutional development, including gender mainstreaming, with government entities”
  • Outstanding interpersonal skills and ability to interact with individuals at all levels.
  • Strong writing communication skills, including fluency in English. Arabic knowledge is a plus.
