ORGANIZATIONAL CONTEXT

This job is found in the WFP Ethiopia Adama office. Job holder report to a Warehouse Manager, Logistics Officer, or the designate. At this level, job holders demonstrate responsibility and initiative to respond independently to queries with only general guidance for all assistance modalities for both WFP and logistics common services. There is a requirement to use judgment in dealing with unforeseen problems on a daily basis. Job holders typically manage a small team, supervising and coaching staff.

JOB PURPOSE

With the growing size of the WFP Fleet in Ethiopia, which is prompted by the upsurge in operations, Fleet operations have been decentralized to guarantee coverage of the country whenever and wherever transport challenges are faced. However, this decentralization of fleet operations brought another challenge in its management, especially in the coordination of the fleet utilization, maintenance, spare parts inventory management, fuel, and many others. The incumbent, under the supervision of the Fleet Manager, Assist overall management of all Fleet operations, workshop activities, and oversight of all Area Offices’ and Sub-Offices’ fleet/workshop assets and co-ordinate Fleet operations in accordance with the procedures, normative guidelines, and business rules as set by WFP.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:
1. Provide reliable driving service by using assigned transport means for the transport of WEP staff members, officials, and visitors as per authorized routing following UN safety and security rules and regulations:

  • a. Respect all UN & WFP rules and regulations regarding driving and WFP vehicle use.
  • b. Respect safe driving procedures to ensure accident-free driving service.
  • c. Collect and deliver goods, documents, and other items timely and write the destination.
  • d. Airport pickup and drop-off including other duty assignments punctually

2. Proper and good handling of assigned vehicles:

  • a. Perform daily vehicle checks
  • b. Daily check of radio functions.
  • c. Keep the vehicle clean and tidy.
  • d. Follow up periodic maintenance to ensure assigned vehicles are getting periodic preventive maintenance timely.

3. Accident reporting, Take the steps required in accordance with the rules and regulations in case of an accident:

  • a. Timely reporting of accidents- immediately to CO radio room and security focal point.
  • b. Submit the accident report, relevant police report, and an insurance claim within 24hrs.

4. Log activities accurately and completely:

  • a. Record trips and mileage
  • b. Record fuel consumption of the assigned vehicle and report the same after every fuelling or upon return from a field mission.
  • c. Record daily checks, services, oil changes etc.

5. In addition to the above points a WFP truck driver should always,

  • a. Respect the loading capacity of the truck, Vehicles must never be overloaded. Overloaded vehicles can become unstable, difficult to steer or be less able to brake.
  • b. Loads should be secured or arranged so that they do not slide around. Racking may help stability.c. Loads should be spread as evenly as possible, during both loading and unloading. Uneven loads can make the vehicle or trailer unstable.

6. Tailgates and sideboards must be closed when possible. If overhang cannot be avoided, it must be kept to a minimum. The over-hanging part of the load must be clearly marked.
7. Whilst the machine is in the workshop the operator shall assist in repairs & maintenance activities as required. Any accident that may occur must be immediately reported to supervisor and or other parties concerned.
8. Operator will only do the authorized job and authorized locations. Under no circumstance shall deviate from this unless authorized by immediate supervisor.
9. Ensure that utilize recovery trucks from different locations whenever needed to rescue the defective trucks to the workshop.
10. Utilize Crane trucks, loading and unloading accident trucks, packing goods and containers, and transporting them to the WFP workshop/warehouse.
11. Any other duty to be performed as required

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A technical college diploma or bachelor's degree in logistics & supply chain management, transport-related & other relevant fields. Holder of a valid, clean driving license level 5 in accordance with the vehicle category assigned to drive as per the National Regulations
Experience: Secondary school education complete with a minimum of 4 or more years of working experience OR a Bachelor’s Degree with 2 or more years of work experience in a related field.
Knowledge & Skills:
• Have to be able to operate Crane and recovery truck
• Have training or certificate on the Crane and recovery operation.
• Good working knowledge of the complete Microsoft Office suite.
• Ability to provide basic technical advice and maintain effective (inclusive, collaborative, unified) logistics coordination mechanisms with humanitarian partners and other relevant stakeholders
Languages:
Fluency in oral and written communication in English (level C) and Amharic.
