ORGANIZATIONAL CONTEXT

This job is found in WFP Ethiopia, Gode Sub Office and job holders report to a more Programme Policy Officer.
Job holders are likely to be working under the close support and guidance of a more experienced professional staff member receiving guidance and regular feedback on work performed. They are typically involved in programme or policy activities or similar nature and analytical work of limited complexity.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the overall guidance of the Head of Gode Sub-office as well as CCARB (technical) focal points and project managers in the Somali Area Office and Country Office, and under the direct supervision of the Programme Policy Officer (CCARB lead) in Gode office, the job holder will be responsible for the following:

  1. Contribute towards the design and implementation of a variety of projects, plans, and processes, related to climate change adaptation and resilience building, ensuring alignment with wider programme policies and guidance.
  2. The candidate will specifically focus on activities related to natural resource management, public works, disaster risk management, livelihood building (agriculture and pastoralism), and market strengthening activities.
  3. Organize practice-oriented technical trainings on dryland management, water harvesting, natural resource management, livelihood building, agriculture, livestock management, and market-strengthening to enhance the capacity of WFP staff, the government, and cooperating partners to design and deliver effective livelihood and resilience programmes.
  4. Participate and support training on 3-pronged approach related tools, particularly Community-based participatory planning, and seasonal livelihood programming.
  5. Support the management of partnerships on climate change adaptation and resilience building, liaising closely with government counterparts, cooperating partners, financial service providers, and other stakeholders on all technical aspects related to CCARB initiatives
  6. Support donor missions to the field in recovery/livelihood intervention areas.
  7. Delivery of weekly and monthly updates to various offices on activity 5 implementation.
  8. Lead, motivate and develop a team of staff to enable high performance.
  9. Proper documentations, filling for audit purposes; ensure compliance to WFP standards.
  10. Any additional duties as requested.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Environmental sciences, Natural Resource Management, Agriculture, Climate Change Adaptation, Social sciences, Engineering, or other related subjects.

Experience: At least five years working experience and demonstrated technical expertise in the areas of climate change and capacity building, resilience strengthening, livelihood building, natural resource management, asset creation, and public works. Experience in WFP-related programmes and PSNP is considered an asset.

Language: Fluency in both oral and written English and Somali language is a must. Knowledge of other Ethiopian regional languages would be an advantage.

SKILLS

  • Ability to work independently in a timely and organized manner;
  • Excellent oral and written communication skills;
  • Willingness to explore and experiment with new ideas and approaches in own work;
  • Ability to work in a team and multi-task as needed;
  • Experience in coordination with government partners.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has gained experience in implementing technical programs (i.e. livelihood & resilience, etc.).
• Has implemented programmes and provided input into designing operations.
• Has provided input into policy discussions and decisions.
