ORGANIZATIONAL CONTEXT
This job is found in the Country Offices (COs). Job holders typically report to a Programme Policy Officer.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.
JOB PURPOSE
To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive)
• Collaborate with programmes unit team, coordinate gender, accountability, protection, disability inclusion and peace/conflict related assessments within the WFP operations through the development of concept notes, design tools, facilitation data collection, preparation of the data management and analysis plan.
• Follow-up with CSP activities on reporting against the cross-cutting activities and indicators to inform programs and activities as per national and corporate goals of WFP
• Coordinate the theme-based feedback gathering by initiating and generating quantitative and qualitative assessment reports that focus on improving all cross-cutting pillars for zero-hunger.
• Provide technical support to the unit to ensure evidence generation regarding planning and implementing are prioritized to ensure safety and dignity among the communities WFP serves.
• Strengthen data analysis for cross-cutting functions within the operation and coordinate regular production of informative dashboards for dissemination to internal and external stakeholders.
• Coordinate the disseminate the findings of the cross-cutting unit’s analytic products with the program team and relevant stokeholds and prepare an action tracker to track recommendation implementation.
• Provide technical support to the unit to ensure evidence generation regarding planning and implementing are prioritized to ensure safety and dignity among the communities WFP serves.
Support Gender Mainstreaming
• Ensure that all the reports of Sub Offices and Units incorporated the CRF gender indicators, conduct periodic analysis on these and provide feedback.
• Follow-up and provide technical support during data collections at program and M&E/VAM levels to include collection and analysis of sex- and age-disaggregated data and household information that allows understanding of intra-household gender dynamics
• Support program teams to regularly collect critical information and data, do analysis and disseminate to be used as evidence on their contribution in improving gender equality and women’s empowerment and for GAM and ACR reporting as per the new Gender Policy objectives.
• Disseminate the findings of the cross-cutting survey to the program team and relevant stokeholds, and prepare action tracker to ensure the survey recommendations are tracked and implemented.
Support Protection
• Ensure protection issues are captured through the beneficiary feedback mechanism and responded appropriately.
• Identtify and Analyze protection issues and support protection pillar to take action for redressal internally and through national and global protection cluster
Support Accountability to Affected Populations
• Consult the affected population on their communication channels’ preferences and lead diversification.
• Ensure affected populations receive information on programmes, rights, entitlements, and program objectives.
• Assist CPs in establishing functional helpdesks and WFP field monitors capture cross-cutting risks in the offline system (MoDA). Follow-up on reporting with the FOs and CPs to ensure their effectiveness via field visits.
Support to Conflict Sensitivity and Social Cohesion
• Review monthly monitoring reports received from field/sub offices and track conflict-sensitive risks associated with the programs implementation
• Support to maintain/update a risk-register capturing relevant conflict sensitive risks in WFP’s operational space. Support program and operational units to maintain conflict sensitivity and ‘do-no-harm’ principles exemplifying the evidences
• Assist activity teams and CPs to incorporate conflict sensitive indicators and social cohesion activities in program documents, plans of implementation and reportshis section is optional to describe additional responsibilities & knowledge required for the specific job.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area.
Experience:
- Five years of relevant work experience in a humanitarian organization and operational implementation.
- Experience handling complaints, identifying issues, and passing issues on to third parties to resolve as part of a community feedback system.
- Data entry and management experience.
Language: Fluency in both oral and written communication in English.
KNOWLEDGE & SKILLS:
• Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
• Good data analysis skills and knowledge of data visualization (sample tools could be statistics programmes such as SPSS/STATA, Tableau)
• Behavioral competencies such as Leadership, Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork.
