WFP CHAD CONTEXT
The World Food Programme (WFP) is the world’s largest humanitarian organization with a dual mandate to save lives and change lives. In Chad, WFP works with the Government of Chad through various interventions to achieve Sustainable Development Goal (SDG) 2-Zero hunger.
One of WFP interventions in Chad is the integrated resilience building programme consisting of Nutrition Sensitive, School meals, Food for Asset creation and livelihood, and Small Agricultural market support at household, community, and institutional levels.
In 2022 WFP will receive funding to implement a multi-year project on Building Resilience and Social Cohesion in the Eastern part of Chad. Hence, WFP is looking to recruit a resilience coordinator to oversee the implementation of this project and other WFP resilience initiatives.
This role will be based in the Chad Country Office in N’Djamena and the consultant will report to the Head of Resilience. The consultant will operate in large and complex programme environments. Such environments can be characterized by challenging political, operational or security situations, access restrictions, large and varied programme portfolios requiring a range of approaches, or cutting edge, globally reaching, high profile and strategically important policies and programmes requiring advanced technical, leadership, coordination, and management skills.
The consultant will be expected to operate with high independence in his/her specialties to manage the integrated resilience projects in the locations identified through the project.
JOB PURPOSE
To lead the development and implementation of resilience, food assistance and livelihoods programmes that effectively meet food assistance needs in the targeted locations. To provide technical advice and oversight on the development and implementation of strategies related to resilience, food for assets and livelihoods as well as develop and provide programmatic and technical guidance on these three areas of work and integration aspects. To forge strategic and operational partnerships with Government UN and non-UN actors and guide scaling up operations and support to Sub offices, including reporting on major achievements and advocacy.
KEY ACCOUNTABILITIES (not all-inclusive)
- Oversee and coordinate the implementation of the funded integrated resilience programmes in the selected locations and foster synergies between activities supporting people, communities, systems, to become more resilient to shocks.
- Provide technical support, as relevant, to programmes focusing on individual, household, and community livelihood assets creation through watershed/landscape-based approaches by adopting and promoting nature-based solutions, soil and water conservation, water infrastructure, individual skills development, climate adaptation, and foster programme synergies in line with both organizational strategy and the practical realities of operating in the field.
- Engage with government stakeholders and partners to provide support and technical expertise for the planning, formulation, and implementation of integrated resilience programmes, and to strengthen government and community ownership and programmes at project sites.
- Produce project reports for internal and external consumption; manage the reporting calendar and coordinate inputs from other units to ensure quality and timeliness of reports.

- Support technical field-based missions and Steering Committee meetings—organize missions and meetings, prepare the agenda, provide background material, and draft minutes.
- Advise and support the development and implementation of functional training sessions to enhance the capacity of partners enable them to deliver the needed service smoothly
- Ensure that the assigned financial resources are put to best use for achievement of set objectives.
- Take responsibility for incorporating gender perspectives in all areas of this work to ensure meaningful participation of women and men and the empowerment of women and youth and other marginalized groups including disability.
- Closely work with the partnership unit at the CO to liaise, as required, with the relevant regional and capital level donor counterparts.
STANDARD MINIMUM ACADEMIC QUALIFICATION
Advanced University degree, preferably in International Affairs, Development, Economics, Agriculture, Forestry, Environmental Science, Social Sciences, or other fields, or First University Degree with additional years of relevant professional work experience and/or trainings/courses.
MINIMUM EXPERIENCE REQUIREMENT
- At least five (05) years of postgraduate relevant professional level work experience in humanitarian food assistance, resilience, development, agriculture, livelihoods, natural resource management, agro ecology, and/or other relevant field, demonstrating high performance and leadership capacity or first degree eight (8) years with similar experience.
- Experience in overseeing, designing, setting up, implementing, monitoring, complex resilience, food assistance for assets, livelihood programming and/or other relevant programmes.
- Experience in building partnerships, in coordinating resilience, food assistance for assets and livelihoods programs with national and local government and various partners (UN, NGOs, local communities, etc.).
- Experience working with a diverse team (national/international).
- Experience in developing and organizing training of field staff (e.g., Government, NGOs, etc.), and monitoring of good practices and support to advocacy to government and/or donors.
- Working experience and knowledge of the Sahel and the central African region is an asset.
- Knowledge of the Korea International Cooperation Agency (KOICA) and its processes.
LANGUAGE REQUIREMENT
- Fluency (level C) in the French language.
- Fluency (level C) in the English language.
- Knowledge of another official UN language (Arabic) is an asset.
- Knowledge of the Korean language is an asset.
